Under the general supervision of the Deputy Management Consular Officer, the Common Services Officer, Human Resources, is responsible for delivering a wide range of human resources services for locally-engaged staff.

The functions of the Common Services Officer, Human Resources, include the following:

  • Provides guidance and recommendations on staffing, human resources budgets, local policies and local law, and strategic planning to internal clients and to management and recommends strategies and courses of action to improve the effectiveness and efficiency of human resources processes and services, and to promote diversity, egality and inclusion.
  • Oversees the payroll process (90+ employees) as well as other human resources activities, such as onboarding of new employees, development and implementation of a training plan for staff, liaising with the occupational health and other local institutions (mutual insurance companies, pension scheme, etc.).
  • Supervises directly one (1) Common Services Assistant, Human resources, including establishing objectives, assigning and monitoring work and conducting related performance management assessments.
  • Conducts research, monitors, and assesses local events and news, including on local labor law, evaluates issues and analyses information from multiple sources and produces complete and accurate reporting for interpretation and analysis by the Manager.
  • Drafts various documents, reports, briefings and other materials, and maintains and reviews data and statistics related to the human resources section. Prepares and submits documents for approval and signature according to procedures.
  • Establishes and maintains a network of contacts with local governments and institutions as well as with other diplomatic missions to exchange information on human resources policies, regulations, and administrative procedures.
  • Monitors responses made by the HR Team to enquiries regarding standard services, responds to non-routine enquiries, resolves issues and brings complaints to the attention of the Manager when required.
  • Monitors and works to increase efficient, sensitive, tactful, timely and accurate service to clients, identifies training learning needs and may provide training and guidance to staff and colleagues at the mission.
  • Participates to mission committees and working groups.
  • Coordination and following of the recruitment procedures.
