Als Chief Data Functional Analyst help je de CDO om de datastrategie te implementeren. Hiervoor bepaal je mee de roadmap van het dataprogramma, zowel voor de BI-behoeften en advanced analytics (AI inbegrepen) als voor het data governance programma.
Je geeft leiding aan een team van vijf functioneel data-analisten en zorgt ervoor dat ze de businessbehoeften verzamelen en vertalen naar technische specificaties. Daarenboven waak je erover dat ze efficiënt samenwerken met de projectleiders, data-architecten en ontwikkelaars.
Je leidt het Competentiecentrum van de Functioneel Data-analisten dat de standaarden en good practices op het vlak van methodologie bepaalt.
Je zorgt ervoor dat je een goed inzicht hebt in de businessprocessen en de uitdagingen waar de business voor staat op het gebied van data en repository management.
Je draagt bij tot het bepalen van de conceptuele datamodellen van het RIZIV in samenwerking met je team, de data-architecten en de businessexperten.
In samenwerking met je team stel je een centraal register op van alle verwerkingen van analytische data dat je deelt met de DPO. Je gaat samen met de juristen van de organisatie na of de analytische oplossingen gestaafd worden door een wettelijke basis.
Je werkt samen met de teams van data governance om catalogi van metadata aan te maken.
Je identificeert mee de behoeften aan human resources van het Data Office en aan de rekrutering van nieuwe talenten.
Je onderhoudt contacten met andere organisaties van de gezondheidssector in België (de ziekenfondsen, het InterMutualistisch Agentschap, de FOD Volksgezondheid, Sciensano, enz.). Meer specifiek sta je in contact met het nieuwe Gezondheids(zorg)data-agentschap (Health Data Agency) met het oog op een grotere gegevensinteroperabiliteit op Belgisch en Europees niveau (gemeenschappelijk datamodel en gemeenschappelijke repository's).
Uw profiel
Je hebt een masterdiploma in de Informatica of een equivalent daarvan. Je hebt minstens vijf jaar ervaring in data management en/of functionele data-analyse.
Je hebt ook minstens vijf jaar ervaring met het Agile managen van een team, aantoonbare ervaring met datamodellering als onderdeel van het proces om datawarehouses te creëren (type Kimball) en ervaring met change management.
Je beheerst data-analysetools zoals SQL, Python, R of BI-platformen zoals Power BI en hebt een goede kennis van GDPR-processen.
Je hebt een goede kennis van het beheer van de repository's en/of van de master Data management alsook een goed begrip van de principes wat betreft data governance en metadata management.
Ervaring met het gebruik van gevoelige (medische) gegevens is een pluspunt.
Je hebt aantoonbare conceptuele vaardigheden en bent in staat de businessbehoeften te vertalen naar technische vereisten.
Dankzij jouw uitstekende communicatieve skills kan je constructieve relaties uitbouwen met stakeholders en vertrouwen en steun bekomen door je luisterend oor.
Je bent resultaat- en oplossingsgericht waarbij je pragmatische aanpak je helpt actieplannen te organiseren en te staven.
Je hebt een goede teamgeest en kan in teamverband werken binnen een transversale organisatie.
