Objectifs du poste :

 

  • Mettre et tenir à disposition du personnel de l’établissement des installations opérationnelles :
    • Répondant aux besoins des utilisateurs
    • Conformes aux exigences réglementaires et aux critères EHS
  • Assurer la sûreté du site et de son personnel

Rattachement hiérarchique et opérationnel : Site Managing Director

 

Réseau et liens

  • Directions de l’établissement, directions opérationnelles, chefs de départements, chefs de services, responsables de production, responsables EPU, team leaders, émetteurs de demande de travaux
  • Réseau Facility Management Alstom (Centrale)
  • Société de Facility Management
  • Finances et Service Achats Indirects
  • Service SIPP / EHS
  • Prestataires, fournisseurs, sous-traitants, leurs responsables de chantier et techniciens.
  • Autres établissements ALSTOM (Services Généraux)
  • Collectivités locales (Administration communale, Service d’Urbanisme, Police) et entreprises voisines (Maison de Retraite, SNCB,…)

 

MISSIONS

 

  • Mettre en place les infrastructures adéquates et implanter un environnement de travail satisfaisant le personnel du Site
  • Assurer la sûreté de l’établissement et de ses occupants
  • Conformément à la procédure SEC-PRO-002, assurer le reporting et le suivi des vols et des incidents de sûreté
  • Optimiser les frais généraux
  • Définir et faire respecter le contrat avec les sociétés de Facility Management, de Gardiennage, de Restauration et de Printing
  • Respecter les budgets SOH et investissements CAPEX

 

MESURES DE LA PERFORMANCE

  • Respect des objectifs établis annuellement
  • Respect des engagements budgétaires des investissements (CAPEX) et des frais généraux (SOH).
  • Résultats des audits IRIS, ISO 14001, APSYS, FINANCE, SÛRETE SITE

 

Responsabilités :

 

  • Collaborer efficacement avec les sociétés de Facility Management, Restauration et Gardiennage pour assurer le bon fonctionnement des installations et des activités suivantes :
    • Distribution des énergies électriques HT, BT, secours.
    • Onduleurs.
    • Réseaux des fluides : gaz, air comprimé et eau.
    • Chauffage, climatisation, ventilation, HVAC.
    • Contrôle d’accès, protection contre l’intrusion et système complet des alarmes.
    • Moyens de manutention : ponts roulants, engins et accessoires de levage, ascenseurs, chariots élévateurs, transpalettes électriques.
    • Contrôles périodiques légaux et techniques.
    • Moyens de lutte contre l’incendie.
    • Sûreté des biens et des personnes sur le site.
    • Téléphonie et data.
    • Accueil téléphonique et visiteurs.
    • Factage.
    • Vêtements de travail.
    • Fonctionnement du restaurant de l’entreprise et maintenance de ses installations.  
    • Nettoyage des locaux, lieux de travail et environnements du site.
    • Entretien de l’infrastructure du bâtiment : murs, toitures, charpentes, égouts, portes, fenêtres, volets.
    • Gestion des surfaces de l’entreprise pour une occupation rationnelle par le personnel.
    • Rénovation du site.
    • Mouvements et déménagements internes.
    • Mise en place et gestion de la collecte et élimination des déchets en respectant les lois nationales et régionales.
    • Sûreté du site.
  • Préparer et participer, pour les thèmes concernés, aux Audits IRIS, ISO 14001, APSYS, Assurance Incendie.
  • Coordination rôle d’astreinte
  • Préparation et coordination des appels d’offre
  • Optimisation des consommations d’énergie

 

 

FORMATION/EXPÉRIENCE :

 

  • Ingénieur ou cursus relevant
  • Expérience dans une fonction similaire de minimum 10 ans.
  • Roadmap IRIS, EHS, SÛRETÉ SITE, APSYS

 

Competences techniques :

 

  • Connaissance technique en électricité, réseaux HT et BT, mécanique et mécanique des fluides
  • Collecte, synthèse et transmission des informations
  • Lecture et compréhension de documentation technique dans divers domaines techniques
  • Collaboration avec une équipe de maintenance dans le respect des contraintes EHS
  • Outils Office
  • Organisation et planification de travaux avec co-activité.
  • Formation VCA, connaissance des règles EHS
  • Bonne connaissance parlée et écrite du français, du néerlandais et de l’anglais (documentation technique et relations intersites)
