SUMMARY
The Joint Intelligence and Security Division (JISD), under the leadership of the Assistant Secretary General for Intelligence and Security (ASG I&S), comprises two principal pillars: Intelligence – headed by the Deputy ASG for Intelligence (DASG-I); and the NATO Office of Security (NOS) – headed by the Deputy ASG for Security (DASG-S) (Director NOS).
The Intelligence pillar is responsible for ensuring the situational awareness of the North Atlantic Council (NAC) and the Military Committee (MC), for the analysis of the indications and warnings in support of the NATO Crisis Response System, and for the development of intelligence policies and capabilities for NATO. Its functional areas address: intelligence analysis and production, intelligence policy, and capability development. The Intelligence Production Unit (IPU), comprised of both military and civilian personnel, supports the NAC, MC and senior level decision makers on strategic issues of concern with intelligence-based analysis, briefings and other written products.
The Awareness and Warning Branch (AWB) within the JISD/IPU prepares and delivers a range of Situational Awareness and Current Intelligence products to senior leadership. Serving in the AWB, the Senior Intelligence Analyst, Situational Awareness, will be required to provide all-source intelligence analysis, assessments and briefings on current threats to NATO and NATO interests, in order to ensure senior leadership situational awareness and to support relevant and timely decision making.
QUALIFICATIONS AND EXPERIENCEEssentialThe incumbent must:
- possess a degree from a university or from an institute of recognised standing in a relevant field;
- be an active member, or have significant experience in, an Allied nation's intelligence service, Allied security service, or work within the NATO Intelligence Enterprise (including the NATO Intelligence Fusion Centre (NIFC));
- have at least 4 years of experience as an intelligence analyst;
- demonstrate strong analytical skills combined with strong communication skills (both verbal & written) with experience in delivering intelligence briefings to senior leaders;
- demonstrate experience and ability to work with other analysts, establishing networks amongst Allied intelligence services and leveraging this network for support;
- demonstrate the ability to draft and present clear and concise intelligence briefings on complex, uncertain and rapidly shifting issues, with relevant assessment;
- demonstrate knowledge and understanding of NATO security concerns, intelligence priorities and threats affecting NATO from different strategic directions;
- be willing and flexible to work outside normal office hours, including at short notice;
- possess the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one and I (Beginner) in the other.
The following would be considered an advantage:
- Russian language ability;
- Intelligence experience with NATO and/or NATO intelligence work;
- advanced skills with MS PowerPoint, graphics, and other presentation tools;
- be able to adapt quickly to working in a fast-paced international environment with the confidence to manage senior leader expectations under pressure;
- experience with Open-Source Intelligence (OSINT) tools;
- experience working in or closely with an International Organisation;
- be acquainted with the structure, organisation and functions of the Alliance and NATO HQ;
Contribute to NATO representation by developing and communicating information supportive of NATO's interests.
Policy DevelopmentContribute to the development and implementation of relevant courses of action to mitigate strategic threats to NATO through the timely presentation of Current Intelligence. Select, analyse and brief issues of strategic importance to NATO senior leaders, with relevant intelligence assessment. Conduct OSINT and outreach across the NATO Intelligence Enterprise to provide appropriate evaluation and assessment of emerging strategic threats.
Stakeholder ManagementCommunicate complex and shifting threat issues to NATO senior leadership. Manage demands for analysis and understanding from leaders under pressure, balancing demands with explanation of intelligence capability, insight and resources available. Provide relevant intelligence to support timely senior leadership awareness, understanding and decision-making. Manage stakeholder relations with allied intelligence services and NATO Intelligence Enterprise interlocutors.
Knowledge ManagementDetermine topics of strategic importance and immediate threat to NATO. Conduct OSINT research and analysis of allied intelligence reporting to gather relevant threat information. Analyse and assess to provide Current Intelligence and Situational Awareness to NATO strategic leaders, in order to inform timely decision making and threat mitigation.
Information ManagementProvide constructive suggestions to improve office procedures. Find ways to be faster, better and more effective in managing information and using office tools. Coordinate the development of best practice and Standard Operating Procedures (SOPs).
Expertise DevelopmentMonitor fast moving threat situations through OSINT and allied Current Intelligence reporting. Select, analyse and present issues of strategic concern to NATO to senior leadership, in order to inform relevant and timely decision making. Present complex and shifting threats in clear and concise terms to enable NATO leadership to mitigate risks and avoid strategic shock. Align drafting, reporting and briefing with NAC, MC, SG and CMC agendas and threat events.
Perform any other related duty as assigned.
INTERRELATIONSHIPSThis incumbent reports to the Head of the Awareness and Warning Branch (AWB) in the JISD/IPU. They will work in close coordination with other branches within JISD, SHAPE J2 and the entire NATO Intelligence Enterprise, the Strategic Warning Office, and the NATO HQ SITCEN.

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable: In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity. The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO's member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
