Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Cyberspace Directorate is responsible for directing, monitoring and coordinating all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activities, and Communications and Information Systems (CIS) functional area activities and staff functions across Allied Command Operations (ACO).
The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO's strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.
The J6 Cyberspace Strategic Plans and Policy Branch provides military Subject Matter Expert (SME) advice, strategic direction and oversight of all cyberspace functional area activities across ACO.
The Staff Officer CIS Exercise Support will be responsible for providing strategic CIS direction and guidance to the NATO exercise planning process, coordinating and preparing CIS plans supporting the exercises, and contributing to ACO Digital Transformation efforts from a CIS training perspective.
The incumbent will be responsible for coordinating and preparing innovative CIS testing during exercises and other relevant venues to validate maturity and interoperability compliance including alignment with overall digital backbone developments.
The incumbent could be involved in other on-going strategic CIS planning activities in support of Alliance Operations and Missions. Specifically, the incumbent will provide extensive support to the strategic CIS planning process and to future exercises in the context of the Allied Reaction Forces (ARF).
Principal Duties
- Advising upon Strategic CIS Planning for exercise in accordance with DDA family of plans;
- Assist the strategic planning and support the integration of NCS and Alliance cyberspace resources into ACO exercises, in close coordination with Cyberspace Operations Centre (CyOC), NATO CIS Group (NCISG), NATO Communications and Information Agency (NCIA), subordinate commands, and others as necessary;
- Coordinate with and advise CyOC and subordinate HQs operational level exercise planners;
- In liaison with the respective OSE/OCE, determine supported priorities for assigned exercises;
- Assist with the provision of guidance to subordinate headquarters and NCIA/NCISG regarding cyberspace support for assigned future exercises;
- Provide Education, Training, Exercise and Evaluation (ETEE) CIS enablement plans for assigned NATO exercises including related CIS support plans;
- Evaluate and recommend, for SHAPE approval, the NCIA/NCISG CIS support plans for assigned exercises;
- Advise the Consultation, Command and Control (C3) Discipline Requirement Authority, assisting the oversight and evaluation of cyberspace-related collective training courses and exercises to ensure strategic relevance for NATO, and provide input into strategic training plans including SACEUR's Guidance to ETEE (SGE) and Military Training and Exercises Program (MTEP) and its future alterations;
- In coordination with subordinate HQ's conduct mission analysis for future assigned exercises and analyse / identify and provide cyberspace enablement requirements (static and deployable) in support of assigned exercises, including exercise cyberspace support plans with annexes;
- During the exercise planning processes, recommend the assignment of non-NCIA/NCISG cyberspace assets to NCIA and NCISG, and state the CIS requirements;
- Contribute to the strategic definition of new cyberspace requirements through collection of lessons-learned and shortfalls identified in NATO exercises;
- In coordination with the CyOC, assist the establishment of training guidance to be incorporated into CIS courses provided aligned with the Global Programming approach;
- Ensure CIS support for major exercises such as STDC, STDU, STCO and CWIX based on DDA family of plans and Digital Transformation;
- Ensure modern CIS enablement of exercises, and analyze present ACO CIS capability gaps as part of Digital Backbone development;
- Interfacing CIS from operational plans and exercise planning with digital transformation activities;
- Support strategic CIS planning process;
- Support the strategic CIS planning within J6 Division;
- Might be required to represent ACOS J6 or ACO in committee meetings discussing Strategic CIS related to Digital Transformation topics of interest for ACO.
Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake TDY assignments both within and without NATO's boundaries and be willing to work unsocial hours.
May be required to make general SHAPE and CIS/Cyberspace related presentations and provide Cyberspace training as part of SHAPE contribution to NATO Training on behalf of ACOS J6 Cyberspace or as requested.
May be required to supervise less-experienced exercise planners.
Essential Qualifications
a. Professional/ Experience
- At least 4-year experience in CIS planning at strategic or operational level including CIS support to exercises;
- Very good knowledge of digital information and communication technologies;
- Deep understanding of digital technologies, C2 enablement/CIS and modernization, and experience in their operationalization.
- Good knowledge of NATO organizations and stakeholders involved in CIS and ICT Governance and Management.
b. Education/Training
University Degree and 3 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
Desirable Qualifications
a. Professional Experience
- Knowledge of the NATO 2030 initiative and relevant Allied and ACO digital transformation efforts;
- National or NATO experience in Strategic or Operational CIS planning for operations, exercises and in concept development;
- Experience of C2 Systems in an International/Multinational military environment;
- Previous experience in serving at a NATO Military HQs;
b. Education/Training
- NATO Exercise Planning Course (EPC) provided by NATO - School Oberammergau (NSO) or national equivalent;
- NATO C4ISR Orientation for Officers provided by NATO Communications and Information Academy (NCI Academy) or national equivalent;
- NATO CIS Operational Planning provided by NATO Communications and Information Academy (NCI Academy) or national equivalent.
Attributes/Competencies
• Personal Attributes: Self-starter, organised and skilled in documenting and expressing complex interoperability arrangements. Able to work in a multilateral environment. The incumbent will need to display a high degree of professionalism, organizational, coordination and communication skills in the performance of their duties.
The individual must be a proven self-starter, with the ability to work as part of a team or independently as required and demonstrate a willingness to 'surge' to long working hours when needed.
The individual must be able to build and sustain personal relationships across a diverse range of specialisation and Nations.
The rapidly changing NATO / CIS / CYBERSPACE environment creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyse, act with persuasion and diplomacy.
• Professional Contacts: Maintains liaison with the NATO and ACO Cyberspace, innovation and Digital Transformation communities, maintains coordination with the ACO NATO 2030 POCs, and maintains coordination with ACT on CIS experimentation matters.
Provides liaison with exercise planners with focus on CIS planning and experimentation.
• Contribution to Objectives: As the C2 Enablement/CIS strategy is underway in ACO, the incumbent will have a key supporting role in liaising with the various bodies and groups ensuring the CIS training requirements are considered and aligned, and Digital Transformation Cyberspace activities are properly addressed at the strategic level allowing ACO to successfully advance in the path for achieving its strategic goals and objectives.
Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member's eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
