De klant wenst een volgende stap te nemen in zijn Portfolio- en Project Maturiteit door het selecteren en gradueel invoeren van een Portfolio & Project Management systeem dat zowel een waterval- als agile projectuitvoering moet kunnen ondersteunen.
De doelstelling van het programma is:
- Het uitwerken van de gewenste Portfolio Management processen die men transversaal wil invoeren.
- De impact van een meer agile werkwijze op de bestaande projectmethodologie te onderzoeken en de begeleiding van het aanpassen van de projectmethodologie.
- Het screenen van de markt en het begeleiden van het proces om een Portfolio tool te kiezen.
- Het opmaken van een realistisch roll-out plan.
- Het uitvoeren van dit roll-out plan met focus op stakeholder en change management.
Functieomschrijving
Voor het uitvoeren van deze opdracht zijn wij op zoek naar een expert portfoliomanager voor de selectie en implementatie van een Portfolio & Project Management tool. Als Portfolio Manager PPM tooling ben je verantwoordelijk voor het aligneren van de organisatie op het vlak van de match tussen Portfolio processen & data enerzijds en PPM Tooling anderzijds. Je bent betrokken bij het ganse PPM Tooling project en zorgt voor een gedetailleerde beschrijving van de huidige en toekomstige noden van de tool.
Je leidt workshops, organiseert en beheert de vergaderingen die nodig zijn om de informatie te verzamelen en de deliverables op te stellen die nodig zijn om het project te definiëren, in overeenstemming met de normen en methodologie van de klant. Meer concreet organiseer je vergaderingen en workshops om de bedrijfsprocessen te begrijpen en in kaart te brengen, stel je documenten op die nodig zijn om het proces te definiëren zodat ze direct door de analisten kunnen worden gebruikt om een PPM oplossing te implementeren, en zorg je ervoor dat de geïmplementeerde oplossing overeenkomt met de oplossing die in overleg met de Business is beschreven.
Je coacht de PMO Community ook in de adoptie van processen en tools.
Bij de uitvoering van de opdracht rapporteer je aan de verantwoordelijke van de dienst S&O en werk je nauw samen met de medewerkers van de dienst S&O.
In het hele proces geef je de nodige kennis door aan één of meerdere medewerker(s) van de dienst S&O zodat zij de nodige ervaring krijgen om zelf de Portfolio en Projectmethodologie verder te laten evolueren.
De expert portfoliomanager PPM tooling moet dit doen binnen de scope, met de hoogste kwaliteit en binnen de voorziene tijd en prijs.
Vereisten:
- Je hebt bewezen expertise in Portfolio Management processen, met kennis van Lean Portfolio Management.
- Je hebt ervaring met het combineren van agile principes met een standaard (waterval) projectmethodiek.
- Je werkt nauw samen met de medewerkers binnen de dienst S&O en met focus op de betrokkenheid van de diverse belanghebbenden binnen de verschillende departementen.
- Je hebt uitstekende communicatieve vaardigheden en kan complexe informatie helder en begrijpelijk overbrengen.
- Je hebt een sterk analytisch en probleemoplossend vermogen en kan creatieve oplossingen bedenken.
- Je hebt veel ervaring in het voorbereiden, begeleiden en faciliteren van workshops.
- Je bent stressbestendig en kan omgaan met strakke deadlines en hoge druk.
- Ervaring in de publieke sector is een plus.
We zien deze analyse als een time & material missie met flexibiliteit qua inzet:
· Startend vanuit een part-time bezetting wordt opgebouwd richting een full-time tijdens de detailleringsfase.
· In kalmere periodes en tijdens post go-live van de PPM Tool moet de bezetting ook kunnen teruggeschroefd worden in onderling overleg. Prestaties zullen worden ingepland in onderling overleg.
