1. SUMMARY

The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO's goals and objectives.

The NOR advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder's viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.

The Resource Management (RM) Branch provides quality, timely and relevant advice and support to NATO resource committee deliberations; in the planning, management and oversight of NATO common-funded resources; and in the central coordination and development of NATO-wide accounting and financial guidance fully taking into account current best practices in the field of public finance. The Branch promotes further integration of the NATO Security Investment Programme (NSIP) and the Military Budget processes, to ensure that lifecycle costs are considered, planned and budgeted.

Finally, the Branch provides central coordination and guidance to the Financial Controller community, on behalf of the Resource Committees, with respect to NATO accounting and financial policy in order to facilitate improvements in the quality, consistency, and comparability of financial statements. It also includes supporting the Resource Committees with their advice to the North Atlantic Council on audits of the NATO entities' financial statements and International Board of Auditors for NATO (IBAN) Reports.

The incumbent, working under the directions of the Head of Investment Planning and Analysis Section, is responsible for providing support and advice on financial aspects of NSIP to NOR management, the resource committees and other NSIP stakeholders. They support the financial planning, management of NSIP contributions and implementation of NSIP funded programmes and projects. They prepare NSIP calls for contributions, draft various financial reports/statistics and provide financial data to different stakeholders. They process IBAN audit reports on NSIP projects in view of their financial closure.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

• Possess a university degree in business administration, accounting, finance, economics or management.
• Have at least 2 years of experience in business administration, accounting, finance, economics or other relevant field(s) of expertise;
• Have experience with analysing financial data and providing support to internal and external stakeholders;
• Have a strong knowledge of standard financial software, relevant IT systems and overall excellent computer literacy;
• Have experience drafting formal reports in one of the official languages of NATO;
• Possess the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one; II ("Elementary") in the other;

DESIRABLE

• Experience working in a multicultural or international organisation;
• Be familiar with different financial models in the public sector;
• Knowledge of International Public Sector Accounting Standards (IPSAS)
• Experience in using a Project Portfolio Management System or Enterprise Resource Planning (ERP) system.

3. MAIN ACCOUNTABILITIES

Expertise Development

Apply financial knowledge to suggest concrete recommendations for resource committees to ensure optimal management of NSIP contributions within approved ceilings. Produce statistical information for resource committee use. Participate in the development/updates of automated financial modules.

Planning and Execution

Prepare the quarterly report on the call for contributions of NSIP funded projects and contribute to the annual NSIP financial activity report. Review financial aspects of documents issued for authorisation by the committees. Prepare financial documents and reports for presentation to the Investment Committee.

Knowledge Management

Assist with reporting queries and monitoring to ensure the application of relevant internal procedures. Manage database input and provide statistics and reports when requested.

Assist the Section Head in supervising accuracy of financial data entered into the financial systems used by the NOR. Suggest and participate in the development of new automated reports. Contribute to the efficient flow of information within the team.

Stakeholder Management

Build and maintain efficient working relationship with NOR staff, national representatives from NATO Delegations and Ministries of Defence, NATO Agencies and IBAN in order to ensure timely and accurate advice on the application of the financial and administrative procedures in use. Represent the Section in various Working Groups for training, development, and outreach. Explain committee decisions and NSIP procedures to concerned parties.

Financial Management

Perform financial duties following NATO financial regulations and NSIP policies and procedures. Validate and amend financial data submitted by Host Nations. Maintain records on all financial information provided by the Host Nations. Participate in the preparation of documents for the financial management of the military common-funded programmes.

Project Management

Demonstrate full understanding of project lifecycles. Monitor the complete management of funding mechanism.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent reports to the Head of Investment Planning and Analysis Section. They will collaborate with other staff throughout NOR. And, under the guidance of the Section Head, they liaise with national representatives from NATO delegations and Ministries of Defence to support and advise on resource committee decisions and ensure exchange of information and accuracy of financial data.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable: In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity. The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy, the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract. If the successful applicant is seconded from the national administration of one of NATO's member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
