Project Procurement Delivery Manager – CAPEX | Engineering & Infrastructure | Global Role

We are supporting a leading global organisation within the life sciences sector who are seeking an experienced Project Procurement Delivery Manager to provide senior procurement leadership across a portfolio of complex CAPEX engineering and infrastructure projects.

This is a key role responsible for ensuring procurement is fully integrated into the end-to-end project delivery model, partnering with Engineering, Project Management, Finance, Legal, Quality, EHS and Operations teams to deliver commercial value, mitigate risk and support successful project execution.


Key responsibilities:

  • Lead procurement delivery for major CAPEX projects, acting as the senior procurement partner across assigned investment portfolios.
  • Develop and execute project procurement strategies aligned with business objectives, technical requirements, timelines and risk profiles.
  • Own procurement planning activities including sourcing strategies, supplier assessments, tendering approaches, contracting models and governance pathways.
  • Provide commercial leadership across engineering, construction and infrastructure procurement activities.
  • Lead high-value negotiations and support contract strategy, award decisions and supplier mobilisation.
  • Manage complex contracting models including EPC, EPCM, lump sum, reimbursable, target cost and other collaborative approaches.
  • Coordinate procurement resources including project procurement managers, buyers, sourcing specialists and category managers.
  • Ensure effective integration of procurement milestones into wider engineering, construction and commissioning schedules.
  • Provide senior stakeholder management and reporting across global project teams.


Ideal background:

  • Significant experience in CAPEX procurement, engineering procurement or construction procurement.
  • Proven delivery experience supporting large-scale investment projects within complex, international environments.
  • Strong knowledge of EPC/EPCM arrangements, engineering services, construction works and technical equipment sourcing.
  • Demonstrated expertise in commercial negotiations, contract management and supplier strategy.
  • Experience working with cross-functional teams including Engineering, Legal, Finance, Quality and Project Controls.
  • Strong ability to influence senior stakeholders and operate within matrix organisations.
  • Fluency in English and French is required.


Desirable:

  • Experience within pharmaceuticals, biotechnology, manufacturing or other highly regulated industries.
  • CIPS, CPM or PMP certification.
