Inleiding

Bij het agentschap Digitaal Vlaanderen zijn we op zoek naar een Consultant Gegevensbescherming ter versterking van de Partnerdienst Gegevensbescherming.

Waar kom je terecht?

Als Consultant Gegevensbescherming kom je terecht bij de Partnerdienst Gegevensbescherming die vanuit Digitaal Vlaanderen de Vlaamse Overheid een centraal expertisecentrum aanbiedt m.b.t. gegevensbescherming.

In deze gemeenschap van experten staan klankbordsessies, opleidingen en kennisdeling centraal en kan je ook de expertise vinden die eigen is aan de Vlaamse Overheid.

Jouw werkplek hangt af van je activiteit en van de afspraken met de organisatie waar je werkzaam bent. Soms spreek je af met andere collega's binnen het bureau in Gent of Brussel voor kennisdeling. Andere dagen ga je naar het kantoor van de klant waarvoor je werkt. Uiteraard is het ook mogelijk om sommige dagen vanuit thuis te werken.

Wat is jouw opdracht?

Als Consultant Gegevensbescherming begeleid je de organisatie op vlak van de toepassing en de naleving van de wet- en regelgeving in verband met de verwerking van persoonsgegevens, in het bijzonder de Algemene Verordening Gegevensbescherming (AVG). Het is mogelijk dat je hierbij de rol van Data Protection Officer (DPO) opneemt.

Daarnaast kan je ook gevraagd worden concrete begeleiding in verband met gegevensbescherming bij projecten te geven (zoals de opmaak van een gegevensbeschermingseffectbeoordeling), ofwel maak je deel uit van een groter gegevensbeschermingsteam.

Je ziet onder andere toe op de naleving van de AVG, je adviseert en informeert de organisatie over gegevensbescherming, je ziet toe op de aanmaak van de nodige documentatie. Je maakt overeenkomsten op (verwerkersovereenkomst, protocol, …) en onderhandelt hierover met de wederpartij.

Als je als DPO bent aangesteld, adviseer en rapporteer je rechtstreeks aan de leidend ambtenaar.

Dan voer je bovendien de taken uit zoals bedoeld in artikel 39 van de AVG vanuit een onafhankelijke en onpartijdige positie.

Je behandelt vragen van betrokkenen en je staat in voor eventuele contacten met de bevoegde toezichthoudende autoriteit.

Naar wie zijn wij op zoek?

Als Consultant Gegevensbescherming heb je bij aantoonbare ervaring en een gedegen kennis m.b.t. gegevensbescherming en privacy. Je hebt ook affiniteit met, en bij voorkeur basiskennis van, topics die nauw met gegevensbescherming samenhangen zoals (publiek)recht, IT, risicomanagement en informatieveiligheid.

Je hebt aantoonbare ervaring van minimum 3 jaar in de gevraagde (medewerker gegevensbescherming, DPO, privacy officer, …) of een vergelijkbare functie (bv. advocaat, jurist) waar gegevensbescherming een belangrijk luik van je takenpakket was. Ervaring in overheidscontext en in organisaties met een complex stakeholderlandschap zijn pluspunten.

Je bent communicatief en luistervaardig. Deze eigenschappen stellen je in staat om de essentie van een boodschap te analyseren en om overtuigend je eigen standpunt te vertolken. Daarnaast kan je jouw communicatie aanpassen aan je doelpubliek voor sensibiliseringsacties en om opleidingen te geven aan je collega's die minder kennis over gegevensbescherming hebben. Tevens kan je hen proactief informeren en adviseren.

Een Consultant Gegevensbescherming bij Digitaal Vlaanderen is iemand met een hands on mentaliteit die vlot kan samenwerken met diverse stakeholders, onder druk kan presteren en daarbij zorgvuldig blijft en iemand die open staat op het vlak van kennisdeling en informatie vergaren. Je volgt zelf proactief relevante ontwikkelingen op vlak van gegevensbescherming (nieuwe wet- en regelgeving, richtlijnen, adviezen van toezichthouders, rechtspraak en best practices) op.

Je motiveert en beargumenteert de standpunten die je inneemt grondig op basis van een brede en afgewogen analyse. Je houdt daarbij rekening met de consequenties van jouw oordeel, ook op andere domeinen. Je hebt een sterke ruggengraat en laat je niet van de wijs brengen bij wat tegenkanting.

In onze sterk gedigitaliseerde omgeving is het een meerwaarde indien je een grote interesse hebt in digitalisering en informatisering.

Behaalde certificaten m.bt. gegevensbeschermings zijn uiteraard een troef evenals goede IT-skills.

Werken via Vlaanderen connect.

Je wordt tewerkgesteld via Vlaanderen connect., de ICT-strategische dienstverlener van de Vlaamse overheid. Bij Vlaanderen connect. word je voor onbepaalde duur ter beschikking gesteld aan Digitaal Vlaanderen. Je krijgt hierbij een contract van onbepaalde duur.

Werken voor Vlaanderen connect. betekent werken in een organisatie met boeiende en uitdagende IT-functies én de mogelijkheid om mee je schouders te zetten in het uitbouwen van een digitaal en slagkrachtig Vlaanderen.
