Plan International België werkt al meer dan 35 jaar aan een wereld die rechtvaardig en veilig is voor alle kinderen. Ieder kind heeft recht op onderwijs en moet de kans krijgen zich te ontwikkelen. Deze roep om rechtvaardigheid begint bij dezelfde kansen voor meisjes en jongens. Meisjes worden nog te vaak achtergesteld en gediscrimineerd, soms zelfs bedreigd en mishandeld.
Plan International België maakt deel uit van een ambitieuze internationale federatie met projecten in bijna 80 landen (waaronder België). Met onze projecten genereren we impact, via beleidsbeïnvloeding, sensibilisering en projecten met en voor kinderen en jongeren.
Plan International België is een sterk groeiende organisatie. Tijdens de laatste 5 jaar steeg ons inkomen van 14 miljoen naar 25 miljoen en groeiden we van 40 naar meer dan 65 zeer gedreven collega's.
Om de straffe ambities van Plan International België nog sterker te vertalen naar een betere toekomst voor kinderen en jongeren, zijn we op zoek naar een enthousiaste, waardengedreven en vaardige Internal Control and Compliance Adviser.
**Doel en scope van de functie**:
**De Internal Control and Compliance Adviser verzekert en coördineert de kwalitatieve en lange termijn naleving door Plan International Belgium van interne controle, financiële normen, regels en wetten.**
Als Internal Control and Compliance Adviser blijf je op de hoogte van wetswijzigingen, begrijp je de eisen van onze institutionele donors waaraan moet worden voldaan, spoor je risico's op en adviseer je proactief. Je deelt kennis door capacity building, zorgt er samen met de business owners voor dat handboeken en beleidslijnen actueel zijn en correct worden opgevolgd. Je stelt verbeteringen voor en volgt de implementatie ervan nauwgezet op.
Je doet dit:
- op dagelijkse basis wanneer om advies wordt gevraagd.
- regelmatig ter voorbereiding van audits, in geval van incidenten.
- proactief in lijn met de strategie en toekomstige (wets)wijzigingen, veranderingen in de organisatie, mogelijke risico's.
Om dit succesvol te doen:
- Heb je goed inzicht in de activiteiten en strategie van de organisatie en leg je gemakkelijk de link met operationele en toekomstige strategische pistes en beslissingen, alsook de impact op budgetten.
- Werk je nauw samen met de directie, de Programme Finance and Compliance Unit, de Finance and Reporting Unit, de Programma Managers en collega's (peers) in de internationale federatie.
De domeinen waarvoor je al Internal Control and Compliance Adviser verantwoordelijk bent, zijn:
- Belgisch recht en Internationaal recht in de Belgische context, zoals (niet beperkt tot):_
- Corporate housekeeping vereisten (voldoen aan bedrijfs
- en wettelijke verplichtingen die van toepassing zijn op onze rechtspersoon)
- GDPR-vereisten
- Anti-fraude vereisten
- Anti-witwas vereisten
- Contractuele vereisten
- Andere wettelijke vereisten in het algemeen die verband houden met of mogelijk een impact kunnen hebben op de activiteiten of strategie van Plan International België
- Specifieke interne regelgeving en voorschriften bij Plan International Belgium en de Internationale Federatie, zoals (niet beperkt tot):_
- Subsidievereisten van institutionele donoren ((DGD, EU, INTPA, JUST, enz)
- Gedragscode met een link naar financiële transparantie, fraudebestrijding en witwasbestrijding
- Risk register, in samenwerking met de 'risk owners'
- Andere organisatorische procedures die hiermee verband houden of een impact op hebben
**Taken en verantwoordelijkheden**:
Naleving van wetgeving en subsidie-regelgeving
- Opstellen en beoordelen van contracten en overeenkomsten om te verzekeren dat deze voldoen aan de wettelijke voorschriften
- Alle documenten beoordelen die de organisatie juridisch binden
- Ondersteunen van contractonderhandelingen
- Instaan voor kwaliteitscontrole van alle aspecten van contractmanagement
- Verstrekken van kwaliteitsvol advies in zaken die verband houden met wetgeving, regelgeving en voorschriften van contractpartijen
- Optreden als aanspreekpunt voor advocatenkantoren en andere juridische adviseurs
Naleving van het beleid en het interne controlekader van Plan International
- Optreden als Focal Point voor Global Hub voor incidenten & compliance overtredingen
- Contextualiseren, controleren en verspreiden en bewaken van Plan International's richtlijnen binnen de Belgische organisatie
- Coördineren van de wijze waarop de Plan International België incidentmeldingen afhandelt, instaan voor het opvolgen van meldingsprocedures
- Coördineren van rapportageverplichtingen aan Plan International Global Hub en het Management Team
Quality & Audits
- Compliance systemen en dossiers up to date houden, zodat het management de naleving doeltreffend kan controleren en beheren
- Deelnemen aan en/of coördineren van organisatorische audits (voorbereiding van alle bewijsstukken) in nauwe samenwerking met de Programme Finance and Compliance Unit,
