Je maakt deel uit van de afdeling Community Relations binnen de directie Infrastructuur. Dit departement staat in voor het opzetten van het kader waarbinnen wij onze infrastructuurprojecten voor het elektriciteitsnet kunnen uitvoeren.
Dat is het kader waarbinnen wij de toelatingen, vergunningen en goedkeuring van alle betrokken partijen kunnen verkrijgen. Het departement bouwt een duurzame relatie en dialoog op met alle stakeholders (bestuur, overheden, andere netbeheerders en nutsleidingbeheerders, omwonenden, enz.) zodat de infrastructuurprojecten binnen de vooropgestelde termijn kunnen starten en zo goed mogelijk worden onthaald door de betrokken partijen.
Hiervoor werk je ook samen met de interne departementen van Elia aan de definitie van infrastructuurprojecten opdat de ontwikkelde oplossingen wel degelijk in het belang van de samenleving zouden zijn, rekening houdend met de technische, economische en ecologische aspecten (met inbegrip van de realiteit van de omgeving waarin de projecten worden uitgevoerd). Je werkt bijgevolg vanaf het begin mee aan de scope, de planning en het budget van de projecten en draagt bij tot hun kans op welslagen.
Als Community Relations Officer stel je een plan op waarin alle acties zijn vastgelegd voor het verkrijgen van de nodige goedkeuringen, vergunningen en vastgoedcontracten voor de uitvoering van alle aan jou toegewezen infrastructuurprojecten. In dat kader ben je onder meer verantwoordelijk voor de volgende taken:
Samen met de Project Engineers bestudeer je de technische voorstellen en kijk je na dat ze aanvaardbaar zijn voor de buitenwereld.
Je bepaalt welke goedkeuringen en vergunningen nodig zijn voor de uitvoering van een project en analyseert de risico's van het project. Je bepaalt de strategie om de stakeholders bij het project te betrekken en werkt deze uit.
Je legt het communicatieplan vast in overleg met de experts in projectcommunicatie. Je bepaalt in overleg met de milieudeskundigen welke milieumaatregelen er moeten worden genomen.
Je vergroot en onderhoudt je netwerk van bevoorrechte relaties om de besluitvormingsprocessen voor de toekenning van goedkeuringen, vergunningen, rechten en toelatingen te vergemakkelijken. Je hebt geregeld contact met de gewestelijke en gemeentelijke overheden, actiegroepen, ngo's, omwonenden,enz.
Je wordt bijgestaan door het team Permits voor het voorbereiden van de vergunningsdossiers.
Je wordt bijgestaan door het team Property en Onderhandelingen voor de contacten met de eigenaars en exploitanten van de nodige terreinen.
Jouw profiel
Je hebt goede vaardigheden op vlak van negotiatie (opbouwen van een constructieve dialoog), facilitering en conflictbeheersing.
Je legt gemakkelijk contact, communiceert efficiënt en hebt een grote overtuigingskracht.
Schriftelijk en mondelinge communicatie is echt je sterkte.
Je spreekt perfect Frans en hebt een goede kennis Nederlands en Engels.
Je hebt een goede kennis (of bent bereid die te verwerven) van de vragen, het wettelijke kader, de regelgevingen en de administratieve procedures inzake ruimtelijke ordening en milieu.
Je hebt een goede kennis (of bent bereid die te verwerven) van de beslissingsorganen en partijen die betrokken zijn bij deze procedures (administraties, publieke overheden, enz.).
Een netwerk van contactpersonen in het Waalse Gewest (lokale en gewestelijke overheden, verenigingen, enz.), is zeker een troef.
Je hebt een technische basiskennis (of wilt die verwerven), of hebt minstens voldoende technische interesse om de projecten te begrijpen.
Je hebt een masterdiploma of gelijkwaardige ervaring.
