TITLE: Senior Engineer (C3 Capability Development)

GRADE: A-3/G-17

1. Post Context.

The NDS is an integrated staff composed of members of the International Military Staff (IMS) and International Staff (IS) at the heart of NATO's Digital Transformation. The staff maintains digital subject matter expertise for providing the highest quality advice, policy and leadership to ensure the Alliance's technological edge, enable data-driven decision-making and release the potential of multi-domainoperations. The NDS is responsible for the establishment, maintenance and evolution of NATO as adigital, data-driven decision-making organisation where the power and potential of interoperable digital technologies and a data-centricity are fully exploited for the benefit of the Alliance. Led by the Director NDS, the Staff supports different NATO senior policy committees and in particular, the MilitaryCommittee (MC), the Digital Policy Board (DPC) and the Cyber Defence Committee (CDC). Itfunctionally operates under the co-ordinated executive management authority of the Director General of the IMS and the Assistant Secretary General for Defence Investment.

The Digital Capabilities Branch (DC) acts as the Staff lead for C3 Capability Development, C3 Defence Planning, Combat Identification and Navigation capabilities; facilitates Electromagnetic (EM) Spectrum availability, develops policies for EM Operations ensuring effective and efficient use of Spectrumresources, and provides a Spectrum Management service for commonly-agreed NATO bands and

The Senior Engineer C3 Capability Development provides expert advice, from a CapabilityDevelopment perspective in the establishment of a Digital Backbone as part of the DigitalTransformation in support of the NATO 2030 ambitions. This will be done in close cooperation withDefence Planning activities to ensure a coherent implementation of C3 Capabilities in the NATOEnterprise as well as in the Alliance.

In the context of the NATO 2030 agenda, the incumbent is responsible for the implementation of a NATO Digital Backbone has a prominent role within the four Key Requirement Areas. The successfulimplementation of this essential component is predicated on the coherent development of capabilities supporting this backbone. The incumbent will support the implementation the NATO Digital Backboneby:

• Assessing suitability of ongoing capability programs for their suitability in supporting Digital Transformation and the Digital backbone in particular.

• Providing recommendations to ensure alignment and coherence of ongoing capability development programmes ensuring their support to the development of a Digital backbone in coordination with Defence Planning activities.

• Coordination with and orchestration of the activities of other stakeholders (Bi-SCs, Office of the Chief Information Officer, NATO Office of Resources etc.)) in the achievement of a Digital backbone.

• Performing similar duties in other areas of competence of the Branch.

• Coordinating, and chairing as required, meetings of NATO stakeholders with the aim to progress the implementation of NATO's Digital Backbone.

• Contributing to C3 capability resource planning and requirement forecasting in support of Digital Transformation, the Digital Backbone in particular;

• Providing expert advice on C3 policies and standards, and actively supporting their implementation as part of C3 Capability Development in order to facilitate the implementation of a Digital Backbone;

• Ensuring the inclusion and integration of the Digital Backbone capabilities into the NATO Defence Planning Process;

• Coordinating and/or supporting the development of processes to optimize the implementation of agreed Digital Backbone requirements;

• Acting as coordinator of inter-Staffs activities for the NDS, as appropriate;

• Acting as NDS representative to NATO and multinational groups as required;

• Providing programme management functions and participates in the works of Integrated Project Teams as directed by the Branch Head for the accomplishment of NDS and DC target activities for theaccomplishment of NDS and DC target activities;

3. Essential Qualifications.

Professional/Experience.

• Working experience of seven years in the areas of C3 Capabilities development and management, of which at least three years should be in an International environment.

• Experience in the management of groups and in the organisation and conduct of meetings.

• Excellent drafting ability and communication skills.

• Excellent presentation skills.

4. Education/Training.

• University degree (Bachelor level) in the fields related to Information Technology or Computer Science or Electronic Communications.

Languages. Candidates must have a very good level of spoken and written English. The workinglanguage in the IMS is English and therefore candidates will be required to pass a one-hour multiplechoice computer-based test in English at the required level as well as to demonstrate their abilities in the written test and interview.

Computer Literacy. Advanced user experience of Microsoft Office (Outlook, Word, Excel,PowerPoint), and working knowledge of SharePoint.

5. Desirable Qualifications.

Professional/Experience.

• 10 years' experience in architectural analysis, information exchange and interoperability in support of consultation, command and control of operational military CIS systems.

• Experience with planning methods and tools.

Education/Training.

• Master Degree in Information Technology or Computer Science or Electronic Communications.

• Certification in project management.

• NATO Consultation, Command, and Control (C3) Course NSO (N5-35).

Languages. An elementary level of French.

8. Contribution to the Objectives.

• Directly contribute to the operation of the NDS in accomplishing its mission in providing advice to Governance bodies across the entire C3 common funded capability life-cycle.

9. Remarks.

• Security Clearance – NATO SECRET (if not currently held, the incumbent must be eligible for this level of clearance).

• Work Environment – Multinational work environment and work with groups where members represent sovereign Nations.

11. Additional Information.

The successful candidate will fill this post as a Project Linked NATO International Civilian (PLN) with a threeyear definite duration contract within the NATO 2030 Agenda. On expiry of this term, the PLN will be deleted or absorbed into the ceiling pending approval or, exceptionally, will be considered for extension. The above remains applicable also if the successful candidate is seconded from a national administration. Serving NATO international civilian personnel will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

Appointment will be subject to the deliverance of the appropriate security clearance by the national authorities and approval of the medical file by the NATO Medical Adviser.

A written test will be held as part of the selection procedure.

Applicants who meet the necessary requirements and who prove to be competent for the post but who are not successful in this particular competition, may be considered for posts of a similar nature, albeit at a lower grade, which may become vacant in the near future.
