Associate Vice President, Global Public Policy, Europe/Canada Regional Lead

Overview:


The Associate Vice President, Global Public Policy, Europe/Canada Regional Lead, is responsible for developing and overseeing the strategic execution of global/regional policy and advocacy plans that supports our company's mission to increase access to our medicines and vaccines.

This role involves collaboration across our company to support critical business priorities in the Europe/Canada region.

The Associate Vice President will strengthen regional and market-level policy and advocacy capabilities, proactively identify and execute external engagement opportunities, implement comprehensive stakeholder engagement strategies, and effectively communicate the economic and societal benefits of our company's contributions to regional health and life science goals.

Additionally, this leader will be responsible for connections and communication between local, regional, and global teams, ensuring that the implications for headquarters and other regions/countries are considered, taking into account the relevant geopolitical dynamics.

In Brussels, this role will represent our company with key EU institutions including the European Commission, the European Parliament, and the permanent representatives of EU Member States.

The objective is to strategically execute on policies developed by the team, ensuring alignment of an approved Policy Position of our company and proactively advocating for EU policy measures, as well as reactive shaping of proposals.


The Associate Vice President will manage a team of policy and government affairs professionals who have responsibility for specific therapeutic areas, countries, or an industrial policy topic such as intellectual property.

This role also works closely with country Managing Directors and local External Affairs teams, national and regional trade associations, and must be able to effectively balance the need for advocacy initiatives at the European Union with critical activities in partnership with our teams based in EU member state capitals and Canada.

In addition, as being the Hub leader, it is critical to work in partnership with communication, social business innovation and patient engagement teams regionally and globally.


Reporting to the Vice President, Head of Global Public Policy, this position will be integral to the Global Public Policy Leadership Team and sit on the EU External Affairs Council driving the advancement of our company's business and associated policy objectives.

This role is based in Brussels.

Scope of work and responsibilities include:

  • Develop European/Canada regional public policy strategy and corresponding execution plan in collaboration with the Global Public Policy Leadership Team (GPP LT), regional Therapeutic Policy team, Commercial team and CER and MER Regional Presidents.
  • Integrate Policy, Communications, Social Business Innovation and Patient Engagement by bringing together all regional external affairs functions in support of the most businesscritical priorities in the subsidiaries and Europe/Canada Region.
  • As the focal point in the GPP LT for the EU, its member states, and Canada, lead policy environment monitoring, analysis and proactive executive briefing of regional political dynamics and policy issues that could impact our company's business objectives in the region and globally.
  • Collaborate with Global, Regional and Market level colleagues to identify opportunities, mitigation plans, and drive alignment across market, regional and global strategic priorities.
  • Ensure strategic stakeholder engagement plans are in place at global, regional and market level to effectively position our company as a thought leader with key influencers and decisionmakers.
  • Ensure clear, concise briefing documents are prepared promptly for all executive engagements with senior policymakers and key influencers.
  • Ensure cohesive narratives are in place to effectively communicate the full economic and societal benefit of our company's contributions to regional health goals, including strategies to effectively bridge Ministries of Health with nontraditional stakeholders, such as Ministries of Finance, Economy and Trade.
  • Ensure our company plays a leadership role in member associations and coalitions to ensure advocacy positions and activities are aligned with our company's positions.
  • Build regional and marketlevel policy and advocacy capabilities, including assessing gaps and developing capabilitybuilding strategies aligned with business objectives.
  • Contribute to quarterly and annual strategic planning and evaluation processes for the Global Public Policy function.
