Global Facility Management provides Governance, Compliance and Improvement Leadership.

Its purpose is to "Manage on behalf of the Vaccines sites the delivery of Enterprise Facilities Management (EFM), promoting standardization, quality improvement, and collaboration and sharing across sites.

EFM will seamlessly support the sites to deliver their strategic mission to supply the Patient at the end of the Supply Chain.

The Remit of Facility Management services includes hard engineering services and utilities, waste management, soft services, technical laboratory/scientific services.


The implementation of the FM strategy for soft services along the past years has improved significantly the oversight (compliance, EHS, TCO, QA, Legal and technical capabilities) of the FM related activities.

The implementation of Global contracts has led to govern the FM related activities at an enterprise level for which this role is required.


This role, Senior Manager, EFM, will aim at defining and implementing the Facility Management strategy for the Soft Services on all Vaccines sites and oversighting the Global Service Providers.

This will contribute to reduce quality and safety risks, to deliver value creation and to assure supplier performance and compliance monitoring, while driving all projects related to providers' activities:

  • Define the systems and processes for the management of the service contracts for soft services companies
  • Interact as Global Engineering representant with Local Technical Services, Procurement, EHS and Quality partners to ensure appropriate sourcing strategy and supplier selection
  • Define the "make versus buy" strategy and for the subcontracted part, ensure contracts with SLA are in place with EHS and Quality agreements
  • Ensure supplier performance is in place and innovation & continuous improvement plans are developed and executed
  • Coordinate and improve GSK contractor governance
  • Optimize and harmonize practices of the management of Soft Services third parties within the Vx network

Your responsibilities:

  • Foster the partnership between GSK and FM Service Providers by promoting the service enhancement and the improvement of the customer satisfaction
  • Implement oversight framework in line with the GSK Internal Control Framework, together with the Global steering team which includes Finance, Quality, Compliance, Procurement, Engineering partners
  • Implement a systematic verification scheme of the reporting, evidence and data to endorse that the documentation is aligned with GSK good documentation practices
  • Ensure that the contracts are delivered as per the local agreements in place and that the saving is delivered
  • Improve continuously the Key Performance Indicators and their monitoring
  • Structure and improve the Global and Local Governance with meetings, charters and minutes and develop the right escalation process
  • Define and standardize the reporting for Enterprise Executive, Steering Enterprise Monitoring Oversight and Site Operating meetings
  • Implement a standard tool/process to measure the total costs of FM services per site in a harmonized way to allow comparison/benchmarking within Vx network and with external sites as well (GSC or other pharma companies)
  • Deliver EHS agreement and implement the monitoring of it including but not limited to the oversight of the Environmental Health and Safety plan, the Competence and Training, the Selfauditing and inspection, KPI, Certifications for High Risks activities
  • Implement and define continuous improvement and innovation plan with local teams as well as initiatives at global level and create a bridge with GSK sustainability program
  • Share best practices and refine service model to develop value creation and comparison between the different preferred service vendors (ex. LIS)
  • Review outsourcing strategy with GSK FM Global
  • Local management, WREF and GSC
  • Rationalize the services portfolio and deploy contract in new sites/departments where opportunities exist
