APPLICATION/CLOUD ARCHITECT (ACA) with expertise in Java Architecture for the Information

Systems unit of Directorate General for Health and Food Safety (DG SANTE) based in Brussels

**CONTEXT/INTRODUCTION
Unit SANTE.A.4 'Information Systems' is in charge of developing, maintaining and operating the

DG's information systems at the three geographical sites in Brussels, Luxembourg and Grange.

The unit works directly with the policy units on digital solutions to implement SANTE's policies

and manages the local IT infrastructure and support.

The mission of DG SANTE is to:
- improve and protect human health, and support the modernisation of Europe's health

systems;
- ensure that all food, feed and medicinal products marketed in the EU are safe and

that EU standards are promoted globally;
- protect animal health and welfare and plant health;
- contribute to a well-functioning and fair internal market in food. Health and Food

Service Infrastructure (eHDSI or eHealth DSI) project aims to exchange cross-border

health information (Patient Summary, ePrescription, etc.) for unplanned care abroad.

eHDSI sets up and starts deploying the core and generic services, as defined in the

Connecting Europe Facility (CEF), for Patient Summary and ePrescription. Further

health data exchange will be implemented in period. The generic services

are the necessary implementation of data exchange at country level, the core services

at EU level. These together enable the provision of Cross Border eHealth Information

Services.

**NATURE OF TASKS

  • Analysis of the integration of different information systems.
  • Data analysis and data modelling.
  • Coordination of the implementation of the technical architecture.
  • Technical interface between the project leaders and the developers.
  • Production of software architecture documents.
  • Participation in technical working groups, progress meetings and meetings with the
users.

  • Assistance during relevant parts of testing, analysis, technical documentation,
deployment, evaluation and reporting.

  • Creating designs and blueprints of Cloud Architecture.
  • Review of the architecture of existing systems to migrate of existing system in the
cloud.

  • Design and development of architecture components and building blocks using cloud
components

**LEVEL OF EDUCATION
As stated in the Article of DIGIT-TM II Service requirements, the minimum educational

qualification for lot 1 is a level of education corresponding to level 6 of the European

Qualification Framework, as follows:
- a bachelor's level or 3 years of higher education

SPECIFIC EXPERTISE AND TECHNOLOGIES
Knowledge of IT technologies in medical field, such as FIHR and CDA, is an asset. In addition it

is required:

  • At least 10 years of specific expertise in architecture best practices and patterns.
  • At least 2 years of specific expertise in microservices and architecture in the cloud.
  • At least 2 years of specific expertise in modelling tools.
  • At least 14 years of specific expertise in Relational DBMS.
  • At least 6 years of specific expertise in business process analysis.
  • At least 8 years of specific expertise in interoperability technology (web services,
message oriented middleware, service oriented bus, event architecture)

  • At least 14 years of specific expertise in Java development
**KNOWLEDGE AND (NON-TECHNICAL) SKILLS
design.

  • Excellent interpersonal and communication skills
  • Ability to participate in multilingual meetings, ease of communication.
  • Good redaction skills.
  • Ability to give technical presentations.
