The Client, in partnership with Commission services and other stakeholders, provides high-quality corporate Business Solutions (Information Systems), common frameworks, and interoperable, reusable components enabling the successful implementation of the Commission's Digital Transformation and EU policies.

It defines and provides the capabilities required to deliver high-quality IT solutions, and creates and maintains talent pools (competence centers) from which development project teams can be composed.

These resources share a common, agile development culture with high-quality standards.

Based on these pools and considering the requirements of project owners, the Client executes the projects of internal customers as well as external customers if decided by the Priority Management Board.


DESCRIPTION OF THE TASKS

The following tasks will be performed:

  • Data analysis and modeling
  • Database design and implementation
  • Reverse engineering of existing databases
  • Development, maintenance, and integration of database components
  • Integration with other databases
  • Elaboration of test programs
  • Develop best practices for standard naming conventions and coding practices to ensure consistency of data models and databases
  • Writing of technical documentation
  • Assistance with the deployment and configuration of the system
  • Troubleshooting and optimization
  • Provision of technical evaluations and audit reports of databases
  • Risk analysis
  • Participation in meetings with the project teams
  • Development and maintenance of a portfolio of PL/SQLbased database utilities, including coaching and support for the projects where they are deployed
  • Maintenance of a knowledge base (Confluence space, library)
  • Provision of expert advice and assistance: architectural considerations, applicable standards, solution patterns, and best practices, performance issues, migration issues
  • Provision of technical studies (technology watch)
  • Provision of tools evaluation
  • Quality review of deliverables in the context of outsourced projects
  • Give presentations on technical topics

LEVEL OF EDUCATION
The minimum educational qualification is the level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a
bachelor's degree of 3 years

  • All degrees are IT relevant

KNOWLEDGE AND SKILLS
The following knowledge is required for the performance of the above-listed tasks:

  • Experience with data modeling and database design techniques and tools (e.g., SQL Developer Data Modeler, Hackolade)
  • Experience with development tools (e.g., Oracle SQL Developer)
  • Experience with relational database systems (e.g., Oracle)
  • Experience with
    NoSQL database systems (e.g., Dynamo DB, MongoDB)
  • Experience in
    SQL:
  • Experience in
    PL/SQL:
  • Experience in database development best practices
  • Experience in master data management
  • Experience in
    PL/SQL unit testing:
  • Experience in database security
  • Experience in database architecture
  • Experience in database release management
  • Experience with Agile methodology
  • Knowledge of Amazon Cloud (in particular
    AWS RDS)
  • Knowledge of
    DevSecOps

  • Capability to write clear and structured technical and non-technical documents
  • Capability to speak to business and technical audiences
  • Ability to give highlevel and technical presentations
  • Ability to cope with fastchanging technologies used in database architecture
  • The capability of integration in an international/multicultural environment, rapid selfstarting capability, and experience in working in a team
  • Ability to participate in multilingual meetings
  • Ability to work in a multicultural environment, on multiple large projects
  • Excellent Team Player
  • Ability to understand, speak and write English at level B
  • Ability to understand, speak and write French at level B1 is an advantage
