Objective of the Assignment
The consultancy's objective is to undertake a comprehensive funding needs analysis and assess the resource mobilization needs for 11 WWF country offices andlandscapes in Africa to increase the long-term financial sustainability of their programs.
The landscapes include Kavango-Zambezi Trans-Frontier Conservation Area (KAZA), Tri-National Dja-Odzala-Minkébé conservation area (TRIDOM), Salonga, South of Kenya North of Tanzania (SOKNOT), Ruvuma, South Western Indian Ocean (SWIO), Tri-National de la Sangha (TNS), and Greater Virunga (GVL).
Justification
WWF Africa, as many other international non-Governmental organisations, is faced with a complex and challenging funding environment, characterized by a global economic downturn and related financial crisis, shrinking domestic assistance, public deficits in some donor countries and complex geopolitical dynamics leading to shifts in donor priorities.
WWF Africa has had a review of its strategic ambition and developed a new Africa Conservation Strategy and alongside this drafted a resource acquisition framework.
Furthermore, country offices are in the process of developing bespoke country level resource acquisition plans, for which the funding needs analysis will be integral.
The strategic ambition reflects the growing need for WWF's work among growing communities of partners (including governments and local communities), the desire for longer term, large scale and quality programmes, greater impact of its work as well as securing the future of the organization.
With this, the financial requirement to meet these needs has drastically grown over time. This requires a robust forward-analyses of funding needs considering the country priorities as espoused in respective Country Strategic Plans.
To this end, the WWF Regional Office of Africa (ROA) is seeking a qualified consultant to undertake a rapid and comprehensive Funding Needs Analysis for each of the 11 countries and 7 landscapes.
In addition, the consultant will assess appropriate funding sources for the different countries and landscapes and propose strategic funding mechanisms based on each country's and landscape's status.
Scope of WorkThe specific tasks of the consultancy will include:
- Mapping WWF Africa country and landscape funding needs aligned to their respective strategic plans.
- Review documents and consult with WWF's management and team leaders to better understand the vision, mission and focus areas of the WWF's priority areas.
- Review the WWF country and landscape plans to better understand how much is needed and for what result area for the remainder of the strategic periods.
- Assess the resource acquisition capacity needs for WWF countries in Africa and make appropriate recommendations.
- Propose targeted fundraising strategies for the different countries and landscapes

Profile of the Consultant(s):
The successful consultant(s) should have the following qualifications/expertise:
- Advanced university degree in Social Sciences, Organisational Development, Development, Planning, Business Administration, Communication, or a related field.
