ENTERPRISE ARCHITECT ON-SITE IN BRUSSELS - EUROPEAN COMMISSION

CONTEXT/INTRODUCTION


RTD.H.DEP.IT in partnership with other Commission services and stakeholders, provides high quality corporate solutions/information systems for the Research and Innovation Family, enabling the successful implementation of the Commission's Digital Transformation and EU policies.

In close collaboration with other Commission services and its customers, the RTD.H.DEP.IT builds and operates solutions in the areas of grants, experts and procurement management.

DG R&I with the support of DG DIGIT is developing the eGrants programme, a corporate end to end grant management solution featuring a front office / back office and supporting tools.

Centricity is a programme in the core of eGrants focused on providing better services and experience to the external applicants and beneficiaries.

The aim is to provide a more robust and lean user interaction capabilities assisting the external users to find easier funding opportunities, featuring a personalised interface and more robust search capabilities.

The Centricity programme requests the services of on Customer Relationship Management specialist. The assignments may change over time, according to the portfolio/project/service needs.

DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:

  • Create business architecture models that reflect the organization's strategies and
goals.

  • Integrate the project and program strategies and ensure alignment with business
strategies and drivers, and management priorities.

  • Identify ways to reduce costs in IT and business leadership.
  • Evaluate systems for discrepancies or vulnerabilities.
  • Conduct research to find ways to improve operations.
  • Provide business architecture and systems processing guidance.
  • Create and implement a business vision and multiyear plan.
  • Analysis of the integration of different information systems.
  • Analysis, design and implementations of services and composites in SOA context
(BPMN, BPEL, SCA).

  • Production of use case models, software architecture documents, design and analysis
models, implementation models.

  • Follow up of the data analysis and data modelling.
  • Coordination of the implementation of the technical architecture.
  • Help to deployment of the components, help to configuration management.
  • Evaluate and test technical components delivered by other teams to ensure that they
conform to requirements and methodology.

  • Participation in technical working groups, progress meetings and meetings with the
users.

  • Assistance in the testing, the technical documentation, the deployment, the evaluation
and the reporting.

LEVEL OF EDUCATION


Level 7 of the European Qualification Framework which typically corresponds to a master's level or 5 years of higher education.


KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:

  • Knowledge of enterprise architecture frameworks such as TOGAF, COBIT, Zachman,
and actual experience developing and building models based on such framework.

  • Knowledge of enterprise architecture notations such as ArchiMate, BPMN.
  • Knowledge of enterprise architecture tools such as ARIS.
  • Excellent knowledge of Java, Docker, OWASP, OSB, JEE, Linux, Spring, SpringBoot
Apache Camel, Hibernate, REST, JIRA, IntelliJ.

  • Ability to lead a team of developers.
  • Ability to combine many different skills and experiences to address and solve business,
information, and technology related opportunities and problems.

  • Extensive experience with enterprise architecture best practices and goals.
  • Experience with relational databases.
  • Experience in complex UI interface development.
  • Excellent leadership and conciliation skills.
  • Communications skills, both verbal (e

  • At least 10 years of experience with Java (competence level 5).
