The Client is in charge of developing, maintaining, and operating the DG's information systems at the three geographical sites in Brussels, Luxembourg, and Grange.
The unit works directly with the policy units on digital solutions to implement the Client's policies and manages the local IT infrastructure and support.
The mission is to:
- improve and protect human health, and support the modernization of Europe's health systems
- ensure that all food, feed, and medicinal products marketed in the EU are safe and that EU standards are promoted globally
- protect animal health and welfare and plant health
- contribute to a well-functioning and fair internal market in food
DESCRIPTION OF TASKS
The following tasks will be performed:
- Analysis of Business requirements
- Documentation of Business requirements
- Business model analysis
- Business process analysis
- Business processes modeling
- Functional Requirements and Business cases analysis
- Risk analysis
- Assistance in Business cases, Vision documents, Project Charters and Security Plans
LEVEL OF EDUCATION
The minimum educational qualification corresponds to Level 6 of the European Qualification Framework which typically corresponds to a
bachelor's degree of 3 years.
KNOWLEDGE AND SKILLS
The following skills and knowledge are required for the performance of the above-listed tasks:
- Rapid self-starting capability
- Excellent interpersonal and communication skills
- Strong capacity in preparing and writing business analysis
- Capability to speak to business and technical audiences
- Strong capacity to give highlevel presentations. Excellent critical thinker, using logic and reasoning to identify strengths and weaknesses of alternative solutions

SPECIFIC EXPERTISE
Following specific expertise is mandatory for the performance of tasks:
- At least 10 years of specific expertise in Good knowledge of information systems matters
- At least 10 years of specific expertise in Good knowledge of large organization administrative business processes
- At least 7 years of specific expertise in Good knowledge of analysis/modeling tools and techniques (use case diagram, state diagram, entity relationship model, interaction diagrams, etc.)
- At least 5 years of specific expertise in Good knowledge of BPMN or UML or other with an equivalent value
- At least 7 years of specific expertise in Good knowledge of Wiki and collaborative sites. (e.g. Confluence)
- At least 7 years of specific expertise in Knowledge of software development methodologies (e.g. RUP, Agile)
- At least 1 year of specific expertise in Knowledge of the food area: different types of authorization, authorization processes, etc.
