Skills, knowledge, experience required:

  • Minimum requirement of a Bachelor's degree from a nationally recognized/certified university in a related discipline and 3 years of postrelated experience;
  • A recognized formal Project Management qualification, such as PRINCE2 Practitioner/Project Management Professional (PMP). Lack of formal qualifications can be compensated by demonstrating expertise and experience in the domain;
  • Recent extensive Project Management experience (at least five years) in a largescale IT organization;
  • Experience in planning, design, system engineering, and implementation of communication aspects of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems;
  • Knowledge and experience in stateoftheart technologies relevant to the work, including Deployable Communication and Information Systems (CIS) network design, switched multimedia networks, and familiarity with related international/commercial/industrial standards;
  • Proven ability to communicate effectively orally with tact and diplomacy, and in writing, possessing good briefing skills.

Desirable:

  • Proven success as a project team manager/leader in Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) acquisition projects;
  • ITIL Foundation Level Certification;
  • Engineering background and technical leadership experience;
  • Experience in Project Management automation (ServiceNow (SNOW)) and work collaboration tools;
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures;
  • Prior experience working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Duties/role:

  • Planning, implementing, and managing assigned projects in accordance with the appropriate NATO regulations and NCI Agency project management policies and procedures;
  • Developing a business case (including procurement strategy, benefit and risk analyses, project proposal, and/or statement of works) to secure sponsor acceptance and funding;
  • Executing the necessary Management, Coordination, and Quality Assurance functions essential for the successful delivery of capability and services;
  • Taking responsibility for understanding client requirements, collecting data, delivering analysis, and problem resolution;
  • Delivering projects within defined Scope, Time, Cost, and Quality tolerances and reporting on progress regularly and adhoc as required;
  • Identifying, planning, and allocating resources to meet project milestones and/or initiating corrective actions when necessary;
  • Managing the project's Key Performance Indicators (KPIs) and reporting any recognized anomalies and initiating corrective actions;
  • Proactively managing Risks and Issues, keeping the Risks/Issues log uptodate, and reporting any deviations directly with applicable courses of actions;
  • Proactively managing the cash flow of projects and contributing to financial planning and reporting;
  • Supporting the annual and multiyear Business Planning and forecasting by accurately planning and forecasting own projects;
  • Supervising (directly or part of a Matrix environment) teams and individuals (project team members);
  • Leading meetings and conferences with team members, internal/external stakeholders, and customers;
  • Ensuring that realistic project plans are maintained and ensuring regular and accurate communication to stakeholders;
  • Ensuring project artefacts are of the highest quality, accurate, and uptodate by reviewing and maintaining them regularly;
  • Participating in other project managementrelated activities;
  • Undertaking relevant technical support and maintenance activities to keep project and risk plans and/or any other relevant information uptodate in the Enterprise Business Applications;
  • Deputizing for highergrade staff (Principal Project Manager);
  • Performing other duties as required.
