Skills, knowledge, experience required:

  • Higher vocational training in a relevant discipline (such as Business Administration, Public Administration, Treasury, Finance or Management Accounting) with 2 years of postrelated experience;
  • OR a secondary educational qualification with 4 years postrelated experience;
  • Current Treasury and Disbursing experience;
  • Knowledge and experience with Enterprise Resource Planning (ERP) Systems, Accountancy Software or Electronic Banking Systems/Tools;
  • Demonstrable experience within a finance shared services environment;
  • Good Microsoft Office experience and skills in particularly MS Excel;
  • Ability to develop and maintain financial data and contribute o Financial Statements preparation;
  • Demonstrable ability to work as an integrated member of financial team in a high pressure environment;
  • Proven ability to effectively communicate both orally and in writing.

Desirable:

  • A university degree (bachelor level) in a relevant discipline;
  • Previous experience with:
  • Oracle R12;
  • Isabel 6;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of:
  • International Public Sector Accounting Standards (IPSAS);
  • NATO Financial Regulations;
  • NATO responsibilities and organization, including ACO and ACT.

Duties/role:

  • Supporting management of funds contributed to NCIA including term deposit arrangements;
  • Maintaining accounting records, supporting files for call and contribution accounts; maintain multicurrency cashbooks;
  • Verifying bank balances, and if required, initiating the process for internal transfers to maintain the sound cash flows;
  • Reconciling, as needed, bank statements and maintain detailed accounting records to permit control, monitoring and reporting of bank accounts, miscellaneous receipts, bank interests and charges and funding authorisation fluctuations;
  • Assisting, as needed, with monthly reconciliations of all treasury accounts and fiscal accounts;
  • Helping to prepare treasury and financial reports required by NATO Financial Regulations and NCIA Financial Rules and Procedures, dealing with any audit queries;
  • Safeguarding and accounting for all cash and negotiable documents held inhouse (including bank guarantees and credit cards);
  • Following necessary internal control procedures and prepare related documentation;
  • Processing payroll payments and currency transfers for all the NCIA including CIS Support Units (CSUs);
  • Preparing bank transfers and other payment documents for approval and signaturing as appropriate;
  • Administering credit cards, and also petty cashing payments and receipts;
  • Supporting, when needed, management of accounts for FMS (Foreign Military Sales) Billing Statements;
  • Followingup on payment queries as needed;
  • Ensuring clear and effective communication and coordination within the NCIA as well as with the external stakeholders as needed to perform assigned duties;
  • Investigating process enhancement opportunities in Treasury and providing suggestions for improvements;
  • Preparing process documentation as needed;
  • Taking role and responsibility in assigned improvement initiatives;
  • Deputize for higher grade staff, if required;
  • Performing other duties as may be required.
