Functiebeschrijving

De gezochte rol zal deel uitmaken van de dienst Permits & Property South binnen het departement Community Relations van de directie Infrastructure. De rol bestaat uit:het geven van technisch-administratieve bijstand voor de ondersteuning in de voorbereiding en samenstelling van administratieve dossiers voor vergunningen (stedenbouwkundige vergunningen, milieuvergunningen, unieke vergunningen en andere) en de invoer, het beheer en de opvolging van de database.

Deze functie omvat de volgende hoofdtaken:

voorbereiden en samenstellen van administratieve dossiers voor vergunningen en indienen en opvolgen ervan bij de bevoegde administraties (milieuvergunning, unieke vergunning, gemengde vergunning, stedenbouwkundige vergunning, domeinvergunning, vergunningen op het vlak van natuur/erfgoed, enz.), voornamelijk voor het Waalse en Brusselse Gewest en op federaal niveau (wegvergunning, verklaring van openbaar nut), en dat in perfecte samenwerking met de departementen Infrastructure, Program Management, Assets en Community Relations; opvolgen van de administratieve procedures na het verkrijgen van de vergunning (waaronder inschrijving in het register); invoeren van de gegevens van de verkregen vergunningen in de database (SAP) en beheren en opvolgen van die database (vooral in de context van de opvolging van de correcte naleving van de milieuacties in het kader van een EMS-systeem, en in het bijzonder ISO 14001); en coördineren van de inhoud die van verschillende interne betrokken partijen bij Elia komt; opstellen van officiële brieven, met een onberispelijke vorm en inhoud, om de besturen en derden een gepaste reactie te bezorgen; leggen van de nodige contacten, zowel intern met de verschillende diensten van Elia (zoals de INFRA-teams, de Property-dienst, de juridische dienst, enz.) als met onze externe contacten (samenwerken met onze subcontractors, architecten en de verschillende gemeentebesturen, wegbeheerders, enz.) om een optimale opvolging van de ingediende dossiers te kunnen verzekeren; deelnemen aan bepaalde interne vergaderingen, in overleg met de projectbeheerders, om te bepalen welke vergunningen nodig zijn voor de uitvoer van de projecten en om de planning en vervollediging van die dossiers te verzekeren; deelnemen aan bepaalde interne vergaderingen en initiatieven, in overleg met de Permits & Property South Manager, om de interne afstemming te zoeken en te verbeteren om het indienen van wijzigingen aan vergunningen zo optimaal en efficiënt mogelijk te maken en om de volledigheid van die aanvragen te waarborgen en om te verzekeren dat ze altijd stedenbouwkundig en milieutechnisch in orde zijn; beheren en up-to-date houden van de vergunningendatabase: garant staan voor de volledigheid van de inhoud, ter beschikking stellen van de documenten op de server van het departement, klasseren en archiveren van documenten (vergunningen, officiële brieven, overeenkomsten, enz.) zodat de informatie beschikbaar is voor alle betrokken teams en andere departementen.

Je hebt een bachelordiploma of gelijkwaardig door ervaring (dossierbeheerder) Je hebt minimaal twee jaar professionele ervaring Techniek trekt je aan Je hebt kennis van milieucoördinatie of gelijkwaardig door ervaring Kennis van milieu- en stedenbouwkundige wetgeving is een troef Je bent vaardig in databasebeheer (SAP) of bent bereid dit te leren en kan aantonen dat je geschikt bent voor dit soort vaardigheden (gegevens kunnen invoeren in een database, opvolgen, enz.)
