The Client in partnership with other Commission services and stakeholders provides high-quality corporate


solutions/information systems for the Research and Innovation Family, enabling the successful implementation of the Commission's Digital Transformation and EU policies.

In close collaboration with other Commission services and its customers, the Client builds and operates solutions in the areas of grants, experts, and procurement management.

Amongst the solutions provided, the IT department in the Common Implementation Centre (CIC) Directorate develops information systems, and services and operates the information and communication technology infrastructure delivers user support services, and provides Information Communication Technology governance, and security services.

In order to support the evolution of the management of the Access Rights Management system (Secunda+), to ensure its extensibility, scalability, and performance, to adapt it to future requirements, and to maintain it operational, additional external support is necessary for various areas of the IT tool life cycle.

Currently, this IT system is used by several DGs/services and it is taking more and more of a corporate dimension.

The solution assignment may change over time, according to the portfolio/project/service needs. The IT department of the CIC requests the services of one full-stack developer.

The team member will actively participate in the development of this special IT system and contribute fresh ideas to its success.

His primary focus will be on the Angular/eUI-based front end.

DESCRIPTION OF THE TASKS

The following tasks will be performed:

  • Development of front-end website architecture
  • Design of user interactions on web pages
  • Implement core business logic
  • Creation of servers and databases for functionality
  • Understanding and implementation of security and data protection
  • Crossplatform optimization
  • Design and develop APIs
  • Participating in the design and creation of scalable software
  • Taking lead on projects, as needed
  • Maintenance of code integrity and organization
  • Writing clean, functional code on the front
- and back-end

  • Compile and analyze data, processes, and codes to troubleshoot problems and identify areas for improvement
  • Testing and fixing bugs or other coding issues
  • Meet both technical and consumer needs
  • Write technical documentation

LEVEL OF EDUCATION


The minimum educational qualification is the level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a
bachelor's degree of 3 years or 3 years of higher education.


KNOWLEDGE AND SKILLS
The following skills and knowledge are required for the performance of the above-listed tasks:

  • Proficiency with fundamental front-end languages such as JavaScript, HTML, and CSS
  • Familiarity of other JavaScript frameworks and libraries such as Bootstrap
  • Good knowledge of backend languages and frameworks such as Java, Spring Boot, and Hibernate with orientation on REST microservices
  • Familiarity with database technology such as Oracle and Redis
  • Experience with asynchronous processing such as Kafka
  • Experience with agile software development
  • Knowledge of code versioning tools such as Git
  • Autonomous
  • Strong organizational and timemanagement skills
  • Good verbal communication
  • Attention to details
  • Good problemsolving skill
  • The capability of integration in an international/multicultural environment, rapid selfstarting capabilities, and experience in working in a team

SPECIFIC EXPERTISE
Following specific expertise is mandatory for the performance of tasks:

  • At least 3 years of professional experience with
    Angular 2+ development including state management with
    Observables/NgRx:
  • At least 5 years of frontend development experience with
    HTML, CSS, and JavaScript/TypeScript:
  • At least 3 years of
    Spring Boot-based REST microservices development:
  • At least 2 years of development experience using
    relational DB
