**DESCRIPTION OF THE TASKS
The following tasks will be performed by the external service provider:

  • Own and actively define the desired objectives of the Simpl Programme.
  • Analyse the integration of the different environments in the Simpl Programme.
  • Create and implement a business vision and multiyear plan for the Simpl Programme.
  • Supervise the implementation of the Simpl technical architecture, including an analysis of the integration and interoperability of different existing opensource software building blocks that will be included in the cloud architecture of the Simpl Programme.
  • Provide business architecture and systems processing guidance. Evaluate business architecture models that reflect the organization's strategies and goals.
  • Steer/inspect/validate the software architecture documents of the Simpl Programme.
  • Work within an agile process and assist in taking decisions regarding priority, business value, and functionality for all the work done by the agile development team.
  • Evaluate systems for discrepancies or vulnerabilities.
  • Technical interface between the Simpl programme owners and the external developers.
  • Assist during relevant parts of testing, analysis, technical documentation, deployment, evaluation, and reporting.
**LEVEL OF EDUCATION

As stated in the Article of DIGIT-TM II Service requirements, a minimum educational qualification for lot 3 is: Level of education corresponding to Level 7 of the European Qualification Framework which typically corresponds to a master's level or 5 years of higher education.

**KNOWLEDGE AND SKILLS
The following skills and knowledge are required for the performance of the above listed tasks:

  • Ability to cope with fast changing technologies used in the Simpl Programme.
  • Practical knowledge of (Open-Source) data sharing tools (EDC, Gaia-X, others), models and standards (W3C DID, W3C DCAT, W3C ODRL,).
  • Good knowledge of cloud architecture best practices and patterns.
  • Good knowledge of microservices and architecture in the cloud.
  • Good knowledge of modelling tools.
  • Good knowledge of Enterprise Architecture.
  • Good knowledge of Relational DBMS.
  • Good knowledge of business process analysis.
  • Good knowledge of interoperability technologies at cloud infrastructure level but also at service level (web services, messageoriented middleware, serviceoriented bus, event architecture).
  • Knowledge of security mechanisms for cloud architectures (e.g., IdP).
  • Ability to give business and technical presentations.
  • Ability to cope with fast changing technologies used in Cloud environments such as OVHcloud (preferably).
  • Very good communication skills with technical and nontechnical audiences.
  • Analysis and problemsolving skills.
  • Capability to write clear and structured technical documents.
  • Ability to participate in technical meetings and good communication skills.
  • Capability of integration in an international/multicultural environment, rapid selfstarting capability and experience in working in team.
  • Ability to participate in multilingual meetings.
  • Ability to work in multicultural environment, on multiple large projects.
  • Excellent Team Player.
  • Ability to understand, speak and write in English (C1/C2) will be an advantage.

SPECIFIC EXPERTISE
The following specific expertise is mandatory for the performance of tasks:

  • Master's degree combined with relevant IT professional experience of at least 10 years.
  • Multiannual experience with large, enterpriselevel multiuser Information Systems.
  • Multiannual experience in Agile Development as well as agile toolbox (i.e., JIRA, Confluence etc.).
  • Excellent knowledge of Application Management Lifecycle.
  • Excellent knowledge of cloud architecture frameworks such as OVH, Microsoft Azure, AWS, Google, and actual experience developing and building models based on such framework.
  • Excellent knowledge of enterprise architecture frameworks such as TOGAF, COBIT, Zachman, and actual experience developing and building models based on such framework.
  • Excellent knowledge of enterprise architecture notations such as ArchiMate and BPMN as well as tools such as ARIS.
  • Ability to combine many different skills and experiences to address and solve business, information, and technology related opportunities and problems.
  • Extensive experience with enterprise architecture best practices and goals.
  • Excellent leadership, conciliation, and negotiation skills.
  • The ability to work in a proactive and independent manner, with a focus on priorities, communication, and decisionmaking capacities.
**CERTIFICATIONS & STANDARDS: The following certificates & standards are optional but strongly recommended for the performance of tasks:

  • Certified DevSecOps Professional (CDP) certification.
  • Scrum Product Owner (CSPO).
  • Project Management Professional (PMP).
  • PMI.
  • PRINCE2 Foundation.
