Project description:
DG INTPA and DG NEAR) and in Delegations, as well as to partner countries, to be called the
"EU Technical Facility for biodiversity and ecosystem services" or the "
B4life 2.0 Facility". It will succeed to the former B4Life Facility, which has run from September 2015 to March 2023.
This new facility is part of the European Green Deal Knowledge Hub, which aims at establishing several technical assistance facilities in the different sectors covered by the European Green Deal.
The setting up of these facilities aims at supporting the implementation of the external dimension of the European Green Deal in partner countries, in line with the relevant sectoral strategies and policies and cooperation agenda.
Considering the complexity of the matters at stake, the sound implementation of the external dimension of the Green Deal will depend on the availability of robust knowledge and innovations, and require conducive policies developments, experience-sharing and effective coordination of efforts.
This includes dealing with innovative financial products and packages in order to contribute addressing the biodiversity funding gap and harnessing opportunities offered by the European Fundfor Sustainable Development Plus (EFSD+) and the permanent dialogue the EU holds with IFIs and MDBs.
The Green Deal Knowledge Hub will mobilise the best available international expertise in required areas to provide advisory services, knowledge development and sharing, and capacity development to partner countries, EU Delegations and EU services in Headquarters.
It will aim at supporting the EU' contribution to international policy and normative work, as well as supporting the design, management and implementation of EU cooperation programmes at global, regional and countrylevels and at all the stages of the project cycle (programming, identification, formulation, implementation and evaluation), through the dissemination of lessons and best practices and the facilitation of coordination and exchange of experiences between actors.
It will also support the implementation of DG INTPA and DG NEAR plans for strategic communication, to increase the visibility of the EU's external action.
Job description:
The Senior Biodiversity Conservation Expert will also be designated as Team Leader.
As such, s/he will be the main interlocutor of DG INTPA for the management of the contract and responsible for ensuring high quality services and deliverables.
In addition to his/her own responsibility as Biodiversity expert, this person will also provide the strategic vision of the assignment, supervise and coordinate the inputs of the key experts and non-key experts.
The Senior Biodiversity Conservation Expert will be responsible for the delivery of outputs

technical backstopping for biodiversity interventions,

knowledge and capacity building and
4 policy, coherence and visibility.
This will include, among others:
- Strategic steering and management of the assignment as a whole, carrying out a major part of the daytoday work, dispatching tasks to the other experts of the team;
- Preparation of specific studies and fulfilment of other support tasks requested by DG INTPA and/or DG NEAR;
- Supervise the elaboration, production and quality control of the facility's services and deliverables;
- Ensure the timely preparation of work plans and progress and annual reports;
- Maximise the relevance of the assignments for both DG INTPA and DG NEAR needs.
Qualifications:
- Master's degree (or equivalent diploma) in Biology, Natural Sciences, Agronomy, Environmental science, Natural resources management, Conservation, Development studies or related disciplines;
- A PhD degree in one of the relevant fields would be an asset;
- Excellent organizational and coordinating skills, demonstrated through previous experiences in the management of complex projects;
- Fluency (C1 level) in written and spoken English or French with a good understanding of the other (B2 level at minimum);
- Additional knowledge of Spanish (at B2 level) would be an asset.
