1. SUMMARY


The Joint Intelligence and Security Division (JISD), under the leadership of the Assistant Secretary General for Intelligence and Security (ASG I&S), comprises two principal pillars: Intelligence - headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) - headed by the Deputy ASG for Security.

Intelligence is responsible for ensuring the situational awareness of the North Atlantic Council and the Military Committee, for the analysis of the indications and warnings in support of the NATO Crisis Response System and for the development of intelligence policies and capabilities for NATO

Its functional areas address:
intelligence analysis and production, intelligence policy and capability development.


The joint civilian and military IPU delivers strategic intelligence-based analysis to support North Atlantic Council (NAC) and Military Committee (MC) decision making on strategic issues of concern.

The IPU produces a range of planned and tasked intelligence products on regional issues in Eurasia, Africa and the Middle East, and on transnational issues such as hybrid warfare, terrorism, instability, weapons of mass destruction and energy security.


The Cyber Threat Analysis Branch (CTAB) is responsible for providing evidence-based assessments of the cyber threat landscape to empower NATO stakeholders to make risk-informed decisions.

The multidisciplinary team combines all-source data with cutting edge technologies to support and enhance the Alliance leaderships' understanding on the nature of cyber competition and conflict.

CTAB systematically identifies strategic patterns and trends in cyber space and generates tailored insights to support network defence and mission assurance with predictive analysis, cyber threat intelligence, and threat hunting.

The Cyber Threat Analyst is assigned to the Cyber Threat Analysis Branch. S/he assists in monitoring cyber-related developments, and in the production of cyber threat reporting.

S/he will be primarily responsible for:

  • Contributing to NATO's overall cyber threat intelligence production process, aligning production to strategic intelligence priorities, and providing editorial and tradecraft review on finished intelligence products.-
  • Performing extensive research on multiple regional cyber threat actors, fusing all-source intelligence to characterize campaigns, tradecraft, capabilities, and infrastructure. Developing data analytics capabilities for the identification of patterns, trends, and predictive analysis of cyber-enabled threats to the Alliance;-
  • Providing regular threat briefings to a range of senior NATO audiences, and support NATO leadership and policymakers with advice and guidance on a range of strategic and operational cyber issues;-
  • Contributing to NATO cyber related exercises, including scenario development;-
  • Providing direct operational support to incident response and threat hunt investigations.
    2. QUALIFICATIONS AND
    EXPERIENCE

ESSENTIAL

  • The incumbent must:
  • have at least 5 years in-depth experience in one of the following fields: cyber operations or analysis, intelligence collection or analysis, and/or data analytics;-
  • experience as a serving or former member of an Allied national cyber authority (such as Cyber defence, Cyber intelligence agency, or MOD) or international defence related organization (such as INTERPOL, EUROPOL, NATO or UN);-
  • demonstrate experience and expertise in drafting assessments on cyber threats;-
  • demonstrate experience related to the technical developments in the cyber-enabled threat landscape;-
  • demonstrate a strong ability to grasp complex issues in a time sensitive environment;-
  • have knowledge of open source information, collection and analysis processes, and experience working with large datasets;-
  • possess excellent written and verbal communication skills including ability to explain complex situations in a clear and concise manner;-
  • demonstrate geo-political/geo-strategic understanding of the global security environment and of the political and security issues in particular regions;-
  • be familiar with strategic issues and challenges facing the Alliance and NATO's geopolitical environment;-
  • possess the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one; II ("Elementary") in the other.
    DESIRABLE
  • The following would be considered an advantage:
  • experience of managing the 'information' cycle, including the development of information requirements, and appropriate tasking and production of reports against these requirements;-
  • experience in providing written and oral briefs to senior leadership levels;-
  • experience with search techniques and specific tools (including databases and geospatial tools);-
  • recent experience in activities that derive intelligence on cyber-enabled threats (capabilities and intent of cyber threat actors) and cyber vulnerabilities to assist in developing
