The Manager EU Agricultural Policy will define, set-up and implement public affairs activities in the areas of agricultural, biotechnology and food systems policies to achieve business objectives in the EU. He will be accountable for advocacy and engagement strategy development and implementation related to the companies crop science business to drive development of science-based policies that enable our business objectives in innovation, sustainability and digital transformation with a focus on the seeds and traits business. In addition, you will lead public affairs activities of the company in the area of EU trade policy and monitor geopolitical developments with impact on Bayer’s EU business in close collaboration with our global team.

In this role you will analyze relevant political initiatives and regulatory proposals and support the respective positioning process of the company, drive engagement with EU Institutions and other relevant stakeholders in the defined policy areas and ensure effective internal coordination with relevant business units to support the business from a public affairs perspective as well as assist senior leadership engagement with EU policymakers.

YOUR TASKS AND RESPONSIBILITIES

  • Monitoring and early warning about policy developments in the field of biotech, food systems and agricultural policies relevant to the business of Bayer.
  • Establish and maintain a strong external network to decision-makers in the biotech, food systems and agricultural policy arena for Bayer at EU level.
  • Jointly define and develop public affairs strategies in agreement with business goals and take on responsibility for implementation. Establish and lead cross-functional teams to drive positive policy outcomes.
  • Lead writing of policy advocacy positions, issue briefs, analyses reports related to portfolio under responsibility and contribute to global policy advocacy positions and issue briefs
  • Closely cooperate with CS business units to evaluate the business impact of legislative proposal in the field of seeds and traits policy.
  • Contribute to the positioning of Senior Management and their messaging towards political key opinion leaders at EU level in close cooperation with the business.
  • Guide external service providers to steer their work in support of our advocacy initiatives.
  • Collaborate with colleagues in expert functions and divisions including coordination of outreach with public affairs colleagues in EU Member States to ensure impact and business relevance of the activities.
  • Represent Bayer at relevant industry associations and coordinate joint stakeholder initiatives.

WHO YOU ARE

  • University degree (Master or above) in economy, law, political science, agronomy or equivalent
  • At least 8-10 years of experience in public and governmental affairs and/or EU institutions
  • Sound knowledge and understanding of Crop Science business/environment and ability to advance initiatives through strategic communication with a diverse set of external stakeholders
  • Extended network, particularly within EU Institutions and EU food value chain organizations
  • Previous work experience in one of the EU Institutions would be a plus
  • Strong analytical skills & strategic thinker
  • Excellent negotiation and presentation capabilities
  • Being open-minded and challenging the status-quo
  • Excellent knowledge in English required, working knowledge of other EU languages is a plus
