A regional public administration is running a programme to digitalise urban planning, environmental and combined permits. The programme is coordinated by a dedicated team: a programme manager, analysts, a test coordinator, a change, communication and training lead, and several project managers assigned to specific workstreams. The team also draws on experts from several regional administrations.
The role involves strengthening this team in support of the programme manager. It covers setting up and monitoring technical projects, both ongoing and upcoming.
Responsibilities
The project manager runs several projects in parallel, from pre-study through to handover to production. The main responsibilities are:
- Carry out or supervise the pre-analysis (offer coordination): scope, technology, resources and budget.
- Identify suppliers, stakeholders and experts, draft the project charter and set up the project organisation.
- Lead the internal and external kick-off meetings with the business to understand its needs and environment.
- Define tasks and deliverables, both technical and documentary, and build the project plan using an agile approach, with short iterations focused on delivering value.
- Build the project team and drive it forward.
- Act as the single point of contact for the business.
- Monitor schedule, budget, scope and risks, and manage change requests.
- Bring all stakeholders together around shared objectives.
- Provide hands-on support during critical phases, especially during delivery: workload peaks, tight deadlines.
- Coordinate and oversee delivery, testing and training.
- Follow up on go-live, provisional acceptance (MVP) and final acceptance (handover to maintenance).
- Close projects.
- Provide ad hoc reporting at various levels.
- Share knowledge and good practices with the team.
