Strategic Planning and Projects Management Coordinator – (f/m/x) – Brussels – MSF Belgium
Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 70 countries to communities in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
CONTEXT
A qualitative, lean, professional, and cost-effective supply chain is essential to enable MSF activities and ensure that critical resources are delivered efficiently and effectively to those in need, regardless of context or operational complexity.
OCB Supply Chain comprises several sites and segments, in the countries where we operate (including projects and capital), in regional hubs (for instance in Kenya and South Africa), in Europe with a global range (MSF Supply in Belgium). The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development.
Supply Chain is a network of people, organizations, resources, processes, activities, and tools working together so that supply meets demand.
The technical domains to design and run a Supply Chain include procurement, warehousing, transport, customs, demand planning & inventory management, supply information systems, supply processes synchronization and user service management.
MAIN RESPONSIBILITIES
- Lead the Supply Chain contribution to MSF's strategic planning cycles
- Ensure that strategic ambitions from countries of operation, Operational Centre Brussels, Ubuntu Centre, the European Supply Chain Centre and the Supply Chain department are translated into and integrated within Supply Chain roadmaps
- Monitor the implementation of strategic priorities and ensure alignment between departmental objectives and organizational ambitions
Project Management Office
- Lead the Supply Chain Project Management Office (PMO) and set project/scrum management standards across the department
- Monitor initiative prioritization, interdependencies, risks and resource allocation to ensure timely delivery of value
- Coach and support Supply Chain staff involved in project delivery, using both agile and waterfall methodologies
- Promote effective change management practices across projects and initiatives
- Lead the Supply Chain budgeting and prioritization process at headquarters
- Capture priorities from countries of operation and ensure alignment with departmental ambitions
- Provide the Supply Chain Management Team with the information required to assess priorities and arbitrate trade-offs where necessary
Data-Driven Strategy and Decision Support
- Develop and maintain portfolio performance and strategy analytics
- Provide timely and reliable qualitative and quantitative insights to support governance and decision-making bodies, including to the Supply Chain Management Team
- Identify trends, risks and opportunities, and recommend actions to support strategic objectives
Inter-Operational Center Collaboration and Representation
- Act as the focal point for Supply Chain participation in selected inter-operational directorate initiatives.
- Contribute to the negotiation and formalization of collaborative agreements and partnerships, such as the Ubuntu Common Supply Chain Ecosystem
- Represent Supply Chain interests in selected cross-organizational strategic discussions and working groups.
Strategic Framework for Countries of Operation
- Oversee the development and maintenance of a framework for multi-year strategic planning in countries of operation
- Ensure strategic coherence across countries of operation and facilitate the integration of operational priorities into departmental planning cycles
Organisational Transformation and Change Adoption
- Support the implementation of change management strategies within the Supply Chain department and countries of operation
- Facilitate the adoption of new ways of working, processes and organizational changes
- Contribute to transformation initiatives that strengthen the effectiveness and sustainability of Supply Chain operations
REQUIREMENTS
Education & Experience
Minimum 3 years of relevant experience in program/portfolio management, ideally using waterfall and agile methodologies and within an international environment
An advanced certification in program, portfolio or project management is a strong asset
Proven experience in change management is a strong asset. Relevant certification is an asset
Experience in humanitarian settings is a strong asset
