Human resources and finance manager - international assignments
Human Resources Managers, Finance Managers, or combined HR‑FIN Managers ensure effective, compliant, and transparent management of human and financial resources at project level.
These positions also offer strong career development opportunities, with profiles typically evolving towards coordination roles such as Human Resources Coordinator (HRCO) or Finance Coordinator (FINCO), taking on broader strategic responsibilities at country level.
As a HR & Finance Manager, you oversee both human resources and financial management within a project. The role ensures efficient use of resources, transparency, and compliance, supporting operational performance and accountability.
MAIN RESPONSIBILITIES
Human resources
- Plan and manage staffing across the full employee lifecycle
- Implement HR policies and processes, including recruitment, onboarding, development, and evaluation
- Ensure compliance with labour laws and MSF standards
- Support organisational structure and job design
- Advise managers on team management, performance, and conflict prevention
- Ensure safeguarding, diversity, and inclusion principles across all HR practices
- Define, monitor, and analyse project budget planning and forecasting
- Supervise accounting and financial reporting in line with MSF and local compliance requirements
- Ensure effective cash management and financial transactions
- Implement and monitor financial procedures and internal controls
Coordination and oversight
- Supervise and build capacity within Finance and HR teams
- In coordination with different departments, analyse HR and financial needs in the project
- Support decision makers on appropriate allocation of resources
- Identify risks and implement corrective actions
PROFILE
- Degree in HR, finance, management, economics, administration, or a related field. Equivalent professional experience may be considered
- Minimum 2 years of relevant professional experience
- Experience in humanitarian settings or previous work experience with an NGO is an asset
- Previous people management experience is highly valued
LANGUAGES
- Proficiency in English and French, both spoken and written is mandatory
- Good knowledge in Arabic, Portuguese or Spanish is an asset
