WE ARE

The European External Action Service (EEAS) is the European Union’s diplomatic service. Since 2011, the EEAS carries out the EU’s Common Foreign and Security Policy (CFSP) to promote peace, prosperity, security, and the interests of the EU across the globe. It brings together European civil servants, diplomats from EU Member States, national experts and local staff worldwide.

The EEAS supports the High Representative in the exercise of her mandate to steer the Union’s CFSP, including the Common Security and Defence Policy (CSDP), to represent the EU on issues relating to the CFSP and to chair the Foreign Affairs Council. It also supports her as Vice-President of the Commission with regard to her responsibilities within the Commission, including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with the EU Member States, the General Secretariat of the Council, the services of the Commission and the Secretariat General of the European Parliament.

The EEAS Headquarters are in Brussels. It is also responsible for the management of the network of 145 Union Delegations and Offices worldwide. These Diplomatic Representations play a vital role in representing the EU in the country where they are based, in promoting the values and interests of the EU, and in building networks and partnerships. They are responsible for all policy areas of the relationship between the EU and the host country/organisation.

Part of the Directorate for Policy Planning and Strategic Communication (GII.
GLOBAL.
STRAT), the main task of the Information Integrity & Countering Foreign Information Manipulation and Interference Division (GII.
GLOBAL.
STRAT.4) is to defend the EU’s values and interests by understanding and effectively addressing Foreign Information Manipulation and Interference (FIMI), including through data monitoring and analysis.

The division develops strategies and policy approaches to counter FIMI and advance information integrity, leading the implementation of related policy instruments such as the FIMI toolbox and managing dedicated cooperation structures, including the Rapid Alert System. It contributes to the detection and analysis of FIMI, informing evidence-based countermeasures to FIMI, with a specific focus on FIMI threat actors most relevant to the security of the EU and our partners. It undertakes a number of activities to bolster information integrity and resilience inside and outside the EU, including awareness raising, training, and other forms of public engagement offline and online such as the EUvsDisinfo project. Furthermore, it works closely with the global network of EU Delegations and the EU’s CSDP missions and operations, while building partnerships with key international partners, such as NATO or the G7, and civil society organisations.

WE PROPOSE

The position of Policy Officer (Data Analysis and Capabilities) contract agent FGIV as per Article 3b of the Conditions of Employment of Other Servants of the European Union (hereafter, the CEOS).

The Policy Officer will work in the Data Knowledge and Analysis team of the Information Integrity and Countering Foreign Information Manipulation and Interference Division, and in close cooperation with the regional Stratcom Task Forces (covering the Eastern Partnership, the Western Balkans, the Middle-East and North Africa and Sub-Saharan Africa) as well as the teams covering FIMI threat actors, support to CSDP missions and operations and policy, strategy and partnerships. The officer is expected to assume a leading role in the design and implementation of technical developments to support data-driven analysis and responses to counter FIMI, contributing to the enhancement of the team’s analytical capabilities and the optimisation of research and development resources.

Subject to having passed the CAST exam, the successful candidate will be offered a contract agent position (Function group IV), as per Article 3b of the CEOS, on the basis of a contract with an initial duration of one year. This contract may be successively renewed up to a maximum duration of six years, subject to the maximum duration of engagement by the EEAS allowed under successive limited duration contracts of different types.
