About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

At ENTSO-E, you will contribute to building the world’s largest integrated electricity market – impacting not only those in the energy sector but also Europe’s overall economy, today and in the future

Job description

ENTSO-E is seeking a highly skilled and motivated Market Specialist with a strong interest in European electricity market integration, electricity balancing and the energy transition.

In this role, you will contribute directly to the implementation and evolution of key European market frameworks, with a primary focus on the Electricity Balancing Regulation.

You will join the Market & Operations Section of the ENTSO-E Secretariat in Brussels, reporting to the Balancing Manager, and work within a dynamic and international team of experts.

This position offers a unique opportunity to engage at a high strategic level, interacting with TSOs, ACER, the European Commission, and other key stakeholders shaping the European electricity market.

Your responsibilities

You will contribute to ENTSO-E’s work on market integration, with a strong focus on Electricity Balancing Regulation implementation and coordination of Europe-wide initiatives. Your main responsibilities will include:

  • Support ENTSO-E project teams in implementing legal mandates from the Electricity Balancing Regulation, Electricity Regulation 2019/943, and other market network codes. Coordinate and lead the activities needing cross-committee alignment, supporting consensus-building and delivery of methodologies and implementation solutions.

  • Cooperate with key governance platforms, including the balancing platforms (MARI, PICASSO, IGCC), ensuring alignment of TSO positions and effective coordination.

  • Support the Ancillary Services Working Group in tasks related to the Electricity Balancing Regulation: prepare meeting materials, facilitate discussions and decision-making, and follow up on actions. Lead discussions and exchanges between Ancillary Services Working Group and respective project team members.

  • Engage with European institutions and stakeholders, including ACER, the National Regulatory Authorities, and the European Commission, to represent ENTSO-E and explain TSO positions and deliverables; organise and participate in meetings, workshops and conferences.

  • Support monitoring tasks and reports development mandated by Electricity Balancing Regulation and respective methodologies.

  • Maintain transparent communication and reporting to higher ENTSO-E structures, management, Market Committee, and other stakeholders.

  • Contribute to the preparation and follow-up of Market Committee meetings, including agendas, briefing materials, presentations, decisions, and minutes.

  • Support the overall functioning of the Market & Operations Section, including coordination across working groups, project teams, and the Secretariat’s programme management framework. Track action items and follow-up on deliverables.

  • Develop and coordinate planning for the Electricity Balancing Regulation and related project deliverables for Europe-wide and regional implementation. Oversee the use of associated budget and contracts for project delivery, engage with finance and legal experts.

Your profile

We are looking for a motivated candidate with the following skills and abilities:

  • Master’s degree in Economics, Electrical Engineering, Information Technology, or a related field.

  • Minimum 3 years of relevant professional experience, preferably within the TSO community or European energy sector.

  • Proven knowledge of European electricity market integration, particularly in areas such as market network codes, electricity balancing, market coupling, congestion management, or transparency.

  • Good understanding of European regulatory frameworks and stakeholder landscape (ACER, European Commission, TSOs, NEMOs).

  • Excellent communication and facilitation skills, with the ability to engage diverse stakeholders and build consensus in complex environments.

  • Excellent writing and oral communication/presentation skills in English.

  • Ability to work independently
