Description

1. Post Context

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The J9 Cooperation and Liaison Division provides overarching direction, coordination and advice across ACO on interaction between the Civil and Military entities.

The Support Analyst provides Systems oversight, including the data management, data collection requirements and operationalization of the NATO CIMIC Analysis and Assessment Capability (NCAAC) throughout ACO and in coordination with NATO HQ.

2. Principal Duties

  • Provide ACO’s data specific inputs as contribution to the Capability Development process through all its phases during the NCAAC development, including inputs for the development of NATO’s CIMIC database/area of interest and the articulation of data for the development and update of tools answering ACO’s CIMIC Community of Interest (CoI) dashboards.
  • Gather and organise data as per the CIMIC analysts requirements and ensure its accuracy and completeness.
  • Present findings through reports, dashboards, and visual representations to aid decision-making.
  • Contribute to ensure data integrity, to the protection of sensitive information, in accordance with NATO regulations and directives.
  • Provide guidance to deliver training for the preparation and th e delivery of data using visualisation tools and dashboards in the NCAAC.
  • Provide the NCAAC with existing data digested from other existing Functional Area Systems in ACO, and from similar initiatives by the Resilience Committee in NATO HQ (IS) and other relevant stakeholders.
  • Provide CIMIC data to other Functional Area Systems in ACO if required.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract - The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours. The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorised as No risk / risk might increase when deployed.

4. Essential Qualifications

a. Professional/Experience

  • 1) Minimum of 2 years post-related experience relating to information and data management, analytics or a related field in line with expertise and competencies outlined for this role.
  • 2) Experience managing large and complex data sets, including both structured (e.g., relational databases, time-series data) and unstructured data (e.g., natural language, sensor data).
  • 3) Experience with data processing (regular and distributed), data transformation, integration and analysis, including cleaning, and pre-processing of structured and unstructured data for statistical modelling.
  • 4) Experience with NATO or national Intelligence Requirements Management and Request for Information processes.
  • 5) Experience with protecting, managing, and storing sensitive and classified information, in accordance with NATO regulations and directives.

b. Education/Training

Higher Secondary education and completed higher vocational training in information technology, economics, statistics, operations research or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.

5. Desirable Qualifications

a. Professional Experience

  • 1) Experience in briefing and communicating analytical products with senior military and civilian staff.
  • 2) Practical experience using big data ecosystems.
  • 3) Knowledge of NATO software application services e.g.TOPFAS, NCO
