Our O&P Europe business unit, is responsible for the development and growth of the High Density Polyethylene and Polypropylene markets for INEOS.
For our procurement service team (Lillo, Geel and Neder-Over-Heembeek), we are looking for a Technical Procurement Specialist.
About the role
- Ensures efficient, compliant, reliable and cost-effective and timely sourcing and contracting of technical goods and services for the O&P EU Belgian Sites by developing sourcing strategies, executing high quality RFx processes, negotiating contracts and driving supplier performance and value. Acting as Material Group Champion and single point of contact for assigned categories and Projects
- Plays a key role in the CAPEX, REVEX and TAR activities while ensuring business continuity and contributing to improved costs, safety, energy performance and operational reliability
- Ensures full compliance with INEOS Policies, processes, procedures and procurement Governance and legal requirements
Responsibilities
Strategy & Planning
- Challenge and enhance specifications, scopes of work and requirements to support cost-effective sourcing
- Define and implement the appropriate mid and long-term sourcing strategy for technical categories creating value for INEOS and ensuring compliance, performance improvement and total cost optimisation
- Provide procurement insights that improve decision-making, cost optimisation and risk mitigation
- Act as the recognised knowledge owner and go-to specialist for assigned material groups
Source to Contract
- Lead RFx (RFI/RFP/RFQ) and tendering processes, ensuring transparent and compliant supplier selection technical categories for engineering, maintenance, construction, CAPEX and REVEX scopes
- Conduct market research and identify alternative solutions and vendors that satisfy technical and operational requirements
- Ensure supplier pre-qualification, HSSE compliance and risk assessments
- Negotiate commercial and contractual terms to secure best-value outcomes
Procure to Pay (P2P)
- Align procurement deliverables with project and contracting schedules and budgets
- Ensure accurate requisitioning, PO management and documentation in SAP and related procurement systems
- Monitor material-group performance including savings, supplier KPIs and working capital impacts
- Advise stakeholders on contracts, supplier capabilities and category strategies
Supplier & Contract Management
- Manage supplier and contractor relationships to ensure performance, reliability and long-term additional value
- Evaluate supplier performance and elevate issues where needed
- Resolve disputes and implement corrective actions when performance is insufficient
HSSE Responsibilities
- Promote and embed INEOS HSSE policies in all procurement activities
- Lead or support contractor qualification processes and HSSE performance evaluations
- Actively contribute to improving HSSE awareness across suppliers and contractors
Profile
Level of education & experience
- Bachelor's degree in Procurement, Engineering, Business, Supply Chain or equivalent by experience
- Professional procurement certifications (CIPS, CPSM or equivalent) are an advantage
- 4+ years' experience in Procurement in industrial or petrochemical industry
- Experience with CAPEX/REVEX procurement and technical/business categories
- Demonstrated delivery of cost improvements and strong governance compliance
Technical skills
- Proven expertise of strategic sourcing, tendering, negotiating, contracting and supplier risk management
- Expert knowledge of procurement and contract management with advanced commercial and negotiation capabilities
- Understanding of technical equipment, materials and services (in broadest sense) in a (petro)chemical plant context
- Strong experience in analysis, consolidation and conclusion (cost models, benchmarking, supplier risk, and related impacts and consequences)
- SAP MM and MS Office proficiency; GEP is a plus
- Fluent in Dutch and English; French/German beneficial
