What you will do

Following an internal audit that examined the interfaces between business and IT, this public-sector organisation wants to strengthen its Business-IT governance, transparency and steering. You will report directly to the CEO and combine audit follow-up with concrete operational improvements.

Short term: initial assignment until the end of 2026, part-time 3 days per week

  • Monitor the implementation of ICT audit recommendations, track progress and report transparently to the CEO and relevant governance bodies
  • Review the financial aspects of ICT outsourcing and contribute to prioritising and monitoring IT budget spending
  • Deliver operational improvements in governance, financial control and supplier management, based on audit findings and recommendations
  • Act as liaison between business and ICT to improve collaboration, clarify expectations and provide transparency on priorities, budgets, service delivery and progress
  • Define concrete actions, owners, decision moments and reporting arrangements to ensure demonstrable and auditable follow-up

Long term: structural assignment

  • Help implement a full service-based ICT model with clear IT services, service ownership, service agreements and a strong structural relationship with the business
  • Further develop financial control and reporting on ICT spending, budget execution, outsourcing and supplier performance, and report to the relevant governance bodies
  • Contribute to continuous improvement of Business-ICT governance, including roles, responsibilities, decision rights, escalation paths and monitoring mechanisms
  • Provide structural liaison with Internal Audit, CISO, DPO and other relevant organisation-wide roles, respecting their independent responsibilities
  • Provide strategic advice to the ICT manager and other stakeholders on IT strategy, governance, service delivery, sourcing and prioritisation
  • Further professionalise Service Management and act as a joint escalation point for suppliers when structural relationship or collaboration problems arise
  • Promote collaboration between business, ICT, finance, procurement and suppliers, focusing on value creation, transparency, service delivery and risk management

What we are looking for

Experience

  • Extensive relevant experience in a senior role in ICT governance, Business-IT alignment, ICT Service Management, ICT control, CIO Office or a comparable governance and transformation environment
  • Proven experience in monitoring and implementing audit or improvement programmes within a complex organisation
  • Experience with financial steering of ICT, budget monitoring, outsourcing and supplier management
  • Experience in designing or improving governance bodies, reporting models, roles and responsibilities, and decision-making processes
  • Experience in building a service-oriented ICT organisation and in collaboration between business and ICT
  • Experience in a public, regulated or heavily controlled environment is an advantage
  • Sufficient seniority to work directly with CEO, management, ICT management, business, Internal Audit, CISO, DPO, finance, procurement and external suppliers

Skills

  • Strong insight into IT governance, Business-IT alignment, Service Management, financial management and supplier management
  • Ability to translate audit findings into achievable improvement actions, with clear priorities, owners, milestones and reporting
  • Excellent stakeholder management and communication skills at management, business and ICT level
  • Independent, diplomatic and connecting attitude, combined with sufficient decisiveness to monitor progress and decision-making
  • Strong analytical ability and experience with management reporting, risks, budgets, KPIs and decision-making dossiersAbility to organise governance and control pragmatically, without creating unnecessary bureaucracy
  • Good knowledge of common frameworks and practices in ICT governance and Service Management, such as COBIT and ITIL, is a major asset
  • Experience with sourcing, contract and supplier relationships, including handling escalations and monitoring improvement plans
  • Coaching and facilitating skills to sustainably embed collaboration and continuous improvement

Languages

  • Native Dutch or French
  • Very good oral and written command of the other national language (French or Dutch)
  • Active knowledge of English

The setting

This assignment runs from mid-October to mid-December 2026, part-time 3 days per week, with the possibility of extension for a structural long-term assignment. The role is based in Brussels. You will work in a hybrid setting.
