Public Procurement Buyer Consultant – Brussels

Type of collaboration: Permanent or Freelance. Work model: Hybrid. Level: Medior. Sectors: Utilities, public infrastructure, energy and energy renovation. Location: Brussels.

Responsibilities

You will be involved in procurement projects in essential sectors such as utilities. You will play a key role in the complete management of markets and contracts, while coordinating relationships with suppliers and internal teams. You will contribute to service continuity, procurement optimization, and innovation in operational and strategic projects. You will apply your knowledge of public procurement when necessary, while ensuring compliance and efficiency of procedures.

  • Monitor contracts and supplier performance.
  • Develop and maintain lasting relationships with suppliers, fostering innovation and quality.
  • Participate in the continuous improvement of procurement processes and tools (e-procurement, SAP, 3P…).
  • Draft specifications and administrative documents.
  • Ensure the legal compliance of procedures with public procurement legislation in special sectors.
  • Manage award procedures (publication, receipt, and analysis of offers).
  • Participate in the administrative, technical and legal analysis of offers.
  • Draft analysis reports and award decisions.
  • Ensure contractual monitoring of markets and supplier relationship management.
  • Contribute to the continuous improvement of public procurement practices.

Qualifications

  • Minimum 3 years of experience in public procurement, ideally in the utilities, infrastructure or energy renovation sectors.
  • Good knowledge of public procurement legislation and procedures.
  • Proven experience in managing complex projects and coordinating multidisciplinary teams.
  • Excellent analytical, structuring and writing skills.
  • Good knowledge of French and Dutch; English is a plus.
  • Personal qualities: autonomy, pragmatism, initiative, results-oriented, rigor and integrity.

Tools

  • Experience with SAP, 3P, e-Procurement.
  • Good command of MS Office (Word, Excel, PowerPoint) and SharePoint.
