What you will do

You will strengthen the team coordinating a digitalisation programme for urban planning, environmental and combined permits at a Belgian public-sector organisation. Working alongside a programme manager, analysts, testers, change managers and other project managers, you will support the delivery of technical projects within this digitalisation initiative.

As a senior project manager, you will simultaneously manage several projects from pre-study (offer coordination) through to operational production transfer. Your responsibilities include:

  • Realising or supervising pre-analysis work: estimating scope, technology, resources and budget
  • Identifying service providers, stakeholders and experts; defining the project charter and setting up the project organisation
  • Leading internal and external kick-off meetings with clients to understand their needs and environment
  • Defining tasks and deliverables (technical and documentary) and creating project plans using an agile approach with short, rapid iterations focused on delivering value; Scrum Master certification is an advantage
  • Building and driving the project team
  • Acting as the single point of contact for business stakeholders
  • Monitoring projects (planning, budget, scope, risks) and managing changes
  • Bringing together all people involved in the project
  • Being hands-on during critical programme phases (workload peaks, tight deadlines), particularly during the realisation phase
  • Coordinating and supervising realisation, testing and training phases
  • Ensuring follow-up of production deployment and provisional acceptance (MVP) and final acceptance (finished product moving to maintenance)
  • Ensuring project closure
  • Providing ad-hoc reporting at different levels
  • Sharing knowledge and skills with other team members

What we are looking for

  • Senior-level IT project management experience
  • Senior-level ability to share project management knowledge
  • Senior-level ability to simplify and communicate technical aspects
  • Senior-level negotiation skills
  • Confirmed-level resource management experience
  • Senior-level mastery of project management tools
  • Proficiency in French (C2 level)
  • Stress resistance
  • Openness to change within your project scope
  • Strong verbal and written communication skills

Knowledge of back-office systems such as Gesper, Twice, Notice, Imio and Civadis is a nice to have.

This assignment runs from November 2026 for 12 months. The role is hybrid, based in Namur, with a minimum of 60% on-site presence required, potentially more when necessary. You should be prepared to travel across Wallonia when project requirements demand it.
