Organizational context: The International Organization for Migration (IOM) seeks an EU Finance and Reporting Associate based in Brussels. This role operates within the EU Compliance – Finance and Contracts Unit, providing crucial technical assistance to IOM offices globally. The position focuses on ensuring compliance with financial, budget, and reporting requirements for EU-funded projects.

Job purpose: The EU Finance and Reporting Associate is responsible for delivering essential technical assistance to IOM Regional and Country Offices worldwide, specifically concerning the financial, budget, and reporting management of EU-funded projects. This role is critical in ensuring that all projects adhere strictly to the financial and administrative stipulations set forth by European Union funding instruments. By providing expert guidance on budgeting, financial monitoring, reporting, and contractual conditions, the Associate helps to maintain compliance, facilitate smooth project execution, and support the overall financial integrity of IOM's operations funded by the EU. The position contributes to effective resource management and donor relations.



Responsibilities:
Provide technical assistance to IOM Country and Regional Offices globally on financial and administrative matters related to EU funding, ensuring donor compliance. Offer general financial guidance to project development officers and managers on budgeting, monitoring, revisions, and reporting for EU projects. Review EU project budgets and financial reports for compliance with donor requirements, coordinating with relevant offices and central services. Monitor budget consumption for centrally funded EU projects and alert on significant trends. Maintain and update the EU funded project database with financial and contractual data for tracking and risk assessment. Support the enhancement of internal controls and adherence to contractual and compliance requirements. Assist the EU Financial Compliance Officer with external audits by providing information and drafting responses. Prepare payment requests for centrally signed EU projects and manage fund collection or returns. Support the organization and delivery of training on EU regulations and financial management for IOM staff. Contribute to the Unit’s knowledge management by collecting and analyzing information and sharing best practices. Participate in meetings and undertake duty travel for monitoring and capacity building missions as required.



Education:
A Bachelor’s degree in Business Administration, Finance, Commerce, or a related field from an accredited institution is required, along with at least three years of relevant professional experience. Alternatively, a High School degree with at least five years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.

Work

experience:
Requires a minimum of one year of experience with EU funding instruments, contractual aspects, and financial management/reporting of EU-funded projects. Experience with specific EU funding mechanisms (ECHO, DG INPA, DG NEAR, DG HOME) is advantageous. A minimum of one year of proven experience in field audit activities is also considered an advantage.



Skills:
Ability to review data and identify discrepancies. Excellent written and oral communication skills in English. High level of computer literacy, particularly in Excel and computerized accounting systems.
