Our organization is in the middle of a large-scale FTTH (Fiber to the Home) rollout in Flanders. We have a dedicated project team consisting of GIS engineers, FTTH engineers, and a Program Manager who oversees the entire trajectory from scoping to construction. To manage the volume and complexity of this rollout, we are looking for a Scrum Master to guide the teams in working effectively, predictably, and with a clear rhythm—using a limited, manageable set of meetings.
As a Scrum Master, you will ensure that the teams within the FTTH program perform their work in a structured, transparent, and timely manner. Your focus is entirely on process facilitation and team coaching: you will teach the teams to work according to a simple, recognizable rhythm of ceremonies, identify roadblocks early, and ensure the right information reaches the right people at the right time. You are not a JIRA administrator or a technical system manager—you safeguard the process and the collaboration, not the tool configuration.
Your Responsibilities
- Facilitating the daily stand-up per team: short, focused check-ins to discuss progress, roadblocks, and priorities for the day.
- Preparing and facilitating the operational review: working alongside the Program Manager to map out progress per phase (scoping, engineering, construction) and signal bottlenecks in a timely manner.
- Assisting in preparing input for the steering committee: supporting the Program Manager with clear, concise status updates regarding progress, risks, and roadblocks at the team level.
- Actively identifying and following up on roadblocks until they are resolved and escalating them to the Program Manager when a roadblock exceeds the team's scope.
- Coaching the teams in a structured way of working: establishing clear agreements on what "done" means for each step, ensuring work does not flow to the next phase half-finished.
- Ensuring that agreements and progress are consistently recorded in JIRA by the team, keeping the status of the work visible and reliable for everyone.
- Flagging recurring process issues or capacity bottlenecks to the Program Manager, backed by concrete examples from daily operations.
- Onboarding new team members, guiding them through the program’s way of working and ceremonies.
Your Profile
- Experience as a Scrum Master or in a similar process-facilitating role, ideally within an operational or project-delivery environment (construction, infrastructure, utilities, or similar).
- Strong facilitation and communication skills: able to keep ceremonies short, focused, and valuable, even for participants who are not familiar with Agile practices.
- A pedagogical mindset: able to explain Agile concepts in a simple, practical way to teams without prior knowledge, without falling into jargon.
- Affinity with JIRA as a user (not as an administrator): understands how boards, sprints, and tickets work, and can coach teams on using them.
- Proactive attitude: flags issues before they escalated and is not afraid to challenge the way of working without overwhelming the team.
- Experience with multidisciplinary teams (engineering, GIS, or similar technical profiles) is a strong plus.
- Dutch speaker, with a good knowledge of English (for technical and program documentation).
What Success Looks Like in This Role
After the first few months, the teams operate on a recognizable, predictable rhythm: stand-ups are short and productive, JIRA provides a reliable picture of the work's status, and roadblocks are identified early instead of only surfacing once they have already caused delays. Based on the operational review, the Program Manager can confidently report to the steering committee without having to query each team individually.
