The European Health Management Association (EHMA) is the only membership association in Europe that brings together the full health ecosystem of health managers, informal and formal caregivers, patients, legislators, educators, policy makers and regulators, public health experts, researchers, health insurance experts, and industry. About the position

To build excellence in health management we lead initiatives including research projects, working groups, policy and communication campaigns, and events. We are organised in three departments: Policy & Research, Communications, and Operations. The Senior Management and the Management teams provide leadership and support to all departments.

EHMA is looking for a Policy Manager to lead high-quality policy and research activities that support effective health management across Europe. The Policy Manager will combine policy analysis, research, project delivery and stakeholder engagement to ensure that EHMA contributes credible evidence and a strong health management perspective to European policy discussions.

The Policy Manager will monitor and analyse European policy developments and relevant policy files, assess their implications for health management, and identify opportunities for EHMA to inform and influence policy. They will conduct and oversee policy research, develop evidence-based recommendations, engage EHMA members and stakeholders, and translate evidence into impactful policy outputs and activities.

The Policy Manager will also lead the substantive delivery of a portfolio of EU-funded and privately funded projects and contribute policy expertise across EHMA’s wider activities, including conferences, events, working groups and policy networks.

The Policy Manager will report to the Director of Policy and Research and will manage one Policy Officer.

Responsibilities

The successful candidate will:

  • Lead the substantive delivery of a portfolio of EU-funded and privately funded projects, managing policy and research activities, producing high-quality deliverables, maintaining strong relationships with partners and stakeholders, and ensuring that the health management perspective is effectively reflected throughout the work.
  • Monitor and analyse European health policy developments and relevant policy files, assess their implications for health management, develop evidence-based policy positions and recommendations, and identify and pursue opportunities to influence policy and legislation.
  • Conduct policy research, including designing research methodologies and surveys, collecting and analysing quantitative and qualitative data, interpreting findings, and developing evidence-based policy recommendations.
  • Contribute to and represent EHMA across internal and external policy activities, including policy networks, conferences, events, working groups and other meetings, ensuring that the health management perspective informs discussions and that relevant policy intelligence and opportunities are brought into EHMA’s work.
  • Develop high-quality and impactful policy outputs and engagement activities, including policy briefs, reports, presentations, campaigns and policy events, adapting content and messaging to different audiences to stimulate discussion, engagement and action.
  • Coordinate EHMA’s responses to relevant policy consultations, actively engaging EHMA members and stakeholders to ensure that their perspectives and expertise are reflected in EHMA’s responses.
  • Contribute to the development of new funding opportunities and project proposals, providing policy and technical expertise and proactively identifying opportunities aligned with EHMA’s mission and areas of work.

Profile

  • You have strong expertise in European health management and a very good understanding of the European health ecosystem, EU institutions and their decision-making processes.
  • You have strong policy research and analytical skills and can critically assess evidence, policy developments and policy files and identify their implications for health management.
  • You have experience in quantitative and qualitative research methodologies, including research and survey design, data collection
