Smals realiseert innovatieve ICT-projecten in e-government en e-health voor instellingen uit de sociale zekerheid en de gezondheidszorg. 'ICT for society' is voor Smals meer dan een slogan: alle projecten hebben een positieve maatschappelijke impact. Zo bouwt Smals mee aan het portaal van de sociale zekerheid en het eHealth-platform. Grensverleggende projecten zijn ons werkterrein: StudentWork, Orgadon, digitalisering van medische voorschriften, raadpleging van de historiek van je loopbaan, snellere doorstroming van testresultaten naar je huisarts Als Development Manager kom je terecht bij een belangrijke speler in de sociale zekerheid voor de domeinen werkloosheid, loopbaanonderbreking en tijdskrediet. Met een ruim aanbod aan e-gov toepassingen voor burgers en ondernemingen en reeds sterk ge nformatiseerde processen voor de interne medewerkers wil de instelling verder blijven inzetten op de jarenlange traditie in digitalisering en innovatie. - Je neemt de leiding van een IT-afdeling van 145 personen. De afdeling zelf bestaat uit 3 competentiedomeinen: Java-ontwikkeling (130 personen), Cobol-ontwikkeling (12 personen) en Sharepoint (2 personen). Binnen Java-ontwikkeling bevindt er zich tevens een design-team (8 personen). - Je volgt de marktevoluties op en tezamen met de teams, de enterprise architect en de chief data officer laat je de dienst verder evolueren op het vlak van gebruikte methodologieën, architecturen, technologieën en frameworks. Je werkt samen standaarden en kwaliteitsnormen uit, volgt deze op en onderneemt acties om een continue verbetering van de dienst te garanderen. - Je zet sterk in op begeleiding, coaching en change management en moedigt persoonlijke ontwikkeling aan. Je waakt over een permanente vorming van vaardigheden zodat de expertise binnen de afdeling verder ontwikkeld kan worden. Je verzekert dat kennis geborgen en gedeeld wordt. - Je zorgt voor het nodige overleg om tot een redelijke en evenwichtige werkverdeling te komen aan de hand van een capaciteitsplanning. - Je bepaalt de middelen die nodig zijn voor een effectieve en efficiënte uitvoering van de verschillende opdrachten. - Je waakt erover dat de ICT-strategie en -projecten die de strategische en operationele doelstellingen ondersteunen, uitgevoerd worden en aan deze doelstellingen beantwoorden. In die context maak je deel uit van een aantal stuurgroepen waar je als senior supplier optreedt en zet je ook in op een actief risicobeheer. - Tot slot sta je ook in voor rapportering naar het hoger management en stem je regelmatig af met interne stakeholders (PMO, ...) om de samenwerking verder te verbeteren. Je beschikt over een masterdiploma in een IT-richting of gelijkwaardig door ervaring. We kijken uit naar een tiental jaar ervaring in applicatieontwikkeling waarvan minstens 5 jaar in het aansturen van meerdere teams. Je bent vertrouwd met de concepten inzake analyse, design en modellering van architecturen. Je hebt een sterke en brede interesse in technologie en bij voorkeur een grondige kennis van volgende technologieën en tools: Java, J2EE, Spring Boot, Openshift, Angular, Atlassian products, SQL, REST API, Cloudtechnologie, Microfocus Cobol, M365. Je bent vertrouwd met de Agile/Scrum-methodologie, Domain Driven Design en productgeoriënteerde software-ontwikkeling. Qua projectaanpak kan je overweg met Prince 2. Je bent een echte teamspeler met een positieve klantgerichte ingesteldheid en verantwoordelijkheidszin. Je werkt methodisch, georganiseerd en bent proactief ingesteld. Je weet prioriteiten te stellen en overzicht te behouden. Je hebt sterke communicatie- en interpersoonlijke vaardigheden. Je kan anderen overtuigen, motiveren en inspireren. Je bent stressbestendig en toont tevens de nodige flexibiliteit. Tot slot druk je je vlot uit in het Frans en het Nederlands. - Je krijgt een gevarieerde, uitdagende en maatschappelijk relevante job waarbij je bijdraagt aan IT-oplossingen die een belangrijke rol spelen in de samenleving.
