**The European Climate, Infrastructure and Environment Executive Agency (CINEA)**

The European Climate, Infrastructure and Environment Executive Agency (CINEA) started its activities on 1 April 2021 in order to implement parts of certain EU programmes.

The Agency’s mission is to support stakeholders in delivering the European Green Deal through high-quality programme management that helps to implement projects contributing to decarbonisation and sustainable growth.

CINEA fosters an efficient knowledge sharing and synergies between its different programmes and establishes strong partnerships with its stakeholders.

The main programmes managed by CINEA are:

- The Connecting Europe Facility (CEF): a key EU funding instrument to promote growth, jobs and competitiveness through infrastructure investment at European level. CINEA manages the Transport and Energy parts of the instrument.
- Horizon Europe: the EU’s Research and Innovation programme for which CINEA manages the cluster on Climate, Energy and Mobility (Cluster 5).
- The Innovation Fund: one of the world's largest climate innovation funding programmes, including various funding instruments will provide around €38 billion for commercial demonstration of innovative low-carbon technologies between 2020-2030.
- The LIFE Programme: The EU’s funding instrument dedicated to environmental, climate and clean energy objectives.
- European Maritime, Aquaculture and Fisheries Fund: supports the EU Green Deal and a sustainable blue economy by implementing actions in the field of the Union’s Maritime Policy, the Common Fisheries Policy and the EU international ocean governance agenda
- The EU Renewable Energy Mechanism, facilitating investments in renewable energy projects.
- The Public Sector Loan Facility of the Just Transition Mechanism, which supports a fair transition towards a climate-neutral economy.

CINEA is based in Brussels and has a multinational team of around 500 people.

The Agency is structured in four departments, three of which deal with the implementation of EU programmes and one which is responsible for horizontal issues such as Human Resources, Finance, Communication, IT, Logistics etc.

**Description of the job**

To provide Business Intelligence solutions to monitor the financial and technical implementation of the programmes under the responsibility of the Agency. S/he will work in unit A1, in the Business Intelligence and Reporting Team under the supervision of the Head of Business Intelligence and Reporting and in close cooperation with the other members of the team.

Working tools: QlikSense, advanced MS Excel, Business Objects.

**Main duties**

You will work in the area of data management, focusing on specific programmes managed by CINEA.

Your mandate will include:

- Cooperate with colleagues in CINEA, the Parent DGs of CINEA and other stakeholders in view of producing business intelligence solutions according to their needs.
- Take the responsibility of data management for specific funding Programmes: identifying business needs, organising, planning (including the elaboration of an annual work plan), following up the necessary developments to deliver against the requirements and reviewing the quality of the deliverables; all those activities are carried out in close collaboration with the other members of the team;
- Handle requests for information (to be included in briefings or presentations), and prepare the appropriate responses.
- Raise awareness and improve data literacy throughout CINEA and the parent DGs by organizing communication and training campaigns on the reporting developments to large users’ community.
- Support the production of publications on CINEA’s Programmes with data and analysis.

In the field of Data Processing and Data Analysis, you will:

- Provide business requirements for the design and further development of the CINEA Data Warehouse building upon various corporate systems.
- Develop and maintain business intelligence solutions in QlikSense or similar tools. Document the solutions and give feedback and training to the stakeholders.
- Ensure data quality and validate data encoding against agreed principles and methodologies in view of maintaining a high degree of reliability of data sources.
- Follow-up IT developments and define new requirements for the corporate systems to be integrated in the Data Warehouse.
