**Position**:
**About the role**:
The ECF has known a tremendous growth over the recent years as a result of its successful strategy. Such evolution entails the need to adapt the structure to respond to higher standards and additional complexity. In that context, a new department has been created encompassing accounting, Finance grant management, Budget, legal, Risk management and Office management.

The vision for this new Finance department is to respond to the organisational needs and evolve toward a modern role of business partner, focusing firstly on adapting its processes to the challenges of the organisation. In that context, it has been decided to create the procurement function under the direct supervision of the CFO.

The Procurement Manager position is both a new and key role within the Finance Department of ECF. The Procurement Manager will be responsible for building and leading the procurement function, driving transformative change within our organisation.

This role offers an exciting opportunity for professional development, including the establishment of new services, procurement processes, and supplier relationship management strategies.

**Role & Responsibilities**:

- Under the supervision of the CFO, develop and implement procurement strategies, policies, and processes.
- Lead sourcing projects to identify cost-saving opportunities, improve suppliers’ level of service and implement efficient procurement practices.
- Define procurement programs and procedures for recurring services, optimising processes and performance indicators.
- Collaborate with the Finance department to establish robust reporting mechanisms for monitoring procurement activities and achieving targets.
- Monitor external spend and coordinate purchases with relevant managers based on budgets and forecasts.
- Proactively partner with Legal department regarding the contract management areas.
- Identify, anticipate, and manage supply risks, implementing mitigation plans as necessary.
- Prospect, draft tenders, and select suppliers aligned with the organisation's strategic needs.
- Negotiate terms and conditions with suppliers, ensuring cost-effectiveness and quality standards.
- Build strong relationships with stakeholders and act as an operational business partner for sourcing activities.
- Manage contractual documents, negotiate changes of scope, and address non-conformities with suppliers.

**Requirements**:
**Qualifications**:

- Bachelor's or master's degree in procurement, business management, or equivalent field.
- Several years of experience in purchasing/procurement roles, preferably in a nonprofit or international organisation.
- Familiarity with ERP systems and proficiency in Microsoft Office Suite, particularly Excel.
- Excellent negotiating and interpersonal skills, with the ability to work autonomously and collaboratively.
- Fluency in English; knowledge of other languages is an asset.
- Experience in project and change management, with strong analytical and problem-solving abilities.
- Knowledgeable in legal aspects of commercial contracts and supplier management.
- Service-oriented with a strategic mindset, combining high-level strategic thinking with operational tasks.
- Strong attention to detail, time management skills, and ability to prioritize multiple projects effectively.
- Effective networking, stakeholder management, and influencing skills.
- Experience in implementing a PO management system is an asset.
