**Who we are supporting**

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

**The program**

**Assistance and Advisory Service (AAS)**

The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

**Role Background**

**Role Duties and Responsibilities**

An IT Data Analyst support is required for the Design and Engineering and Implementation phases of the WP12.2. Cascading high level capability requirements to the low level project and WP requirements for formal documentation, as specified in the DDoc. As coordinated with the NCI Agency Point of Contact or delegated staff, the Contractor team shall provide the following services:

- Identify, extract, merge data attributes and define, coordinate and finalise for Gold Data template and for use in each Migration Strategy, Site Transition Migration Plan (STMP) document
- Test the data attributes planned for user migration, by conducting a trial/proof of concept.
- Prepare, plan and conduct data analysis to support user migration and transition to operation.

**Deliverables**

Support to WP12.2 - User migration and transition to operation:

- Develop a GOLD DATA template that will contain all data attributes to support transition to operation
- Identify, collect, extract, merge and filter the GOLD DATA
- Provide customized reports on GOLD DATA
- Participate to meetings, workshops, SCRUMS and other ITM events
- Produce supporting documentation for the various meetings/events as directed by the Line Manager (WP 12.2 Lead / Deputy)
- Address any shortfalls related to the readiness for User Migration

Support user migration process related to kiosk implementation.

Support the transition to operations and services phase by performing lifecycle cost analysis.

**Essential Skills and Experience**
- Sound knowledge and experience in various areas of:

- Virtualization Technologies, Operating Systems, Windows Server.
- Latest Server, Storage, Client, Active Directory and Infrastructure Networking hardware technologies
- Enterprise Systems Management services, methods and tools (i.e. SCOM, SCCM, SCVMM)
- Coordinating, developing and writing IT technical documentation, user guides, user acceptance criteria, migration communication plans and IT testing/acceptance plans
- Command Control Communications Computers Intelligence (C4I) systems
- Familiarity with Stakeholder management, Business relations, Change management, Risk management and mitigation strategies, service or system migration and transition
- Prior experience of working in an International Organisation environment comprising both military and civilian elements
- Knowledge of NATO responsibilities and organization
- Experience from working in a IT/CIS service provisioning organization
- Experience with design and implementation of Active Directory Federation Services in large enterprise environments
- Experience in Test and Verification and Accreditation procedures
- At least 5 year experience, supported by professional certification in the implementation and adminis
