OMSCHRIJVING:
De projectmanager leidt een zestal bouwprojecten van innovatieve onderwijsgebouwen, via Design Build of via de klassieke procedure.
Hierbij staat hij/zij in voor het verdedigen van de belangen van de organisatie als bouwheer teneinde de realisatie van de afgesproken projectdoelstellingen te garanderen overeenkomstig de vooropgestelde kwaliteit, scope, budget en timing binnen de infrastructuurvisie van de organisatie.
Een goede opvolging en voldoende rapportering zijn belangrijk.
Hij/zij zal hiervoor de methodiek, tools en standaarddocumenten van de organisatie gebruiken.
De projectmanager legt ook het bouwprogramma vast in de projectdefinitie, rekening houdend met het bouwbeleid van de organisatie (innovatief onderwijs, optimalisatie ruimtegebruik, duurzaamheid,...) en in nauwe samenwerking met de scholengroep en de school.
Hiervoor organiseert hij/zij workshops met de scholengroep en de school waarin hij/zij een faciliterende rol opneemt.
Hij/zij stelt de externe partners aan (studieteam, aannemer of design built team).
Hij/zij maakt hiervoor de nodige (prestatie)bestekken op en volgt de procedure volgens de wetgeving op overheidsopdrachten.
De toegewezen projecten kunnen in de verschillende fases van de projectlevenscyclus zitten: opmaak projectdefinitie, aanstellen extern studieteam of bouwteam (DB), ontwerpfase, uitvoeringsfase,... tot aan de definitieve oplevering.
Een goede kennis van de wetgeving op overheidsopdrachten is belangrijk.
Ervaring met opmaak van bouwprogramma's (bij voorkeur school of aanverwante functie) is belangrijk.
De projectmanager moet ook nota's kunnen schrijven i.f.v. rapportering, budgetvraag, opmaak selectie

TECHNISCHE CONTEXT:
De afdeling infrastructuur bestaat uit 4 teams: team huisvestigingsplannen, team programmamanagement bouw, team patrimoniumbeheer en team contractmanagement.
De functie situeert zich binnen het team programmamanagement bouw: het team programmamanagement bouw heeft als opdracht om het bouwportfolio op te maken en te realiseren.
Dit bouwportfolio vertalen ze in de bouwplanning van grote infrastructuurwerken, nieuwbouw en grondige renovatie, onderverdeeld in verschillende subportfolio's volgens de methode (studieteam-aannemer, Design Build of DBFM).
De projectmanagers vertegenwoordigen de organisatie als bouwheer in de grote bouwprojecten.
De focus ligt hierbij op projectmanagement van A tot Z in nauwe samenwerking met de scholengroepen.
Ook de vertaling van de strategische visie van de organisatie, de input vanuit het integraalplan en de wensen van de stakeholders in een sterke projectdefinitie en prestatiebestek maken deel uit van de functie.
Juridisch kader:
- Fysische & financiële norm;
- Wetgeving overheidsopdrachten;
- Energiezuinig bouwen, epb-regelgeving;
- Geldende normeringen inzake scholenbouw (brandnorm, akoestiek,...).
BUSINESS CONTEXT:
De afdeling infrastructuur heeft een belangrijke ondersteunende opdracht om kwaliteitsvol onderwijs mogelijk te maken en de groei van de organisatie te faciliteren.
De afdeling infrastructuur beheert het patrimonium op strategisch niveau, begeleidt de realisatie van grote bouwprojecten en realiseert aankopen en verkopen van gronden en gebouwen.
Dit doet zij in nauwe samenwerking met de scholengroepen, die instaan voor kleine renovatiewerken en regulier onderhoud, en de scholen die gebruiker zijn van de infrastructuur.
De afdeling infrastructuur heeft de opdracht om via een globaal infrastructuurbeleid de gewenste capaciteit op een efficiënte wijze te realiseren, in te zetten op innovatie en kwaliteitsvolle scholen, een goed beheer en optimalisatie van het patrimonium te organiseren en het scholenbouwbeleid in Vlaanderen en Brussel te beïnvloeden.
De afdeling kan dit alleen door nauw samen te werken met haar interne en externe belanghebbenden.
Samenwerking met de andere onderwijskundige diensten is hierbij fundamenteel.
Naast de pedagogische uitdagingen zijn ook de infrastructurele uitdagingen groot.
Zij beschikken over een groot patrimonium waarvan een aanzienlijk deel zich in een slechte staat bevindt.
De financiële middelen zijn beperkt.
Zij dienen het patrimonium dan ook zo efficiënt en duurzaam mogelijk te beheren en te ontwikkelen, rekening houdend met het juridische kader.
De onderwijskundige uitdagingen worden vertaald naar infrastructuur via het globaal infrastructuurbeleidsplan en het integraalplan per scholengroep.
Dit globaal infrastructuurbeleid geeft richting aan de werking van de afdeling infrastructuur.

- Aantoonbare ervaring met opmaak van prestatiebestekken (DB).
- Aantoonbare ervaring in opmaak van projectdefinities innovatief onderwijs.
