**Job Description**:
ARHS Developments is looking for a Project Manager to contribute to successful follow up of technical initiatives, advising on technical matters, helping to steer the software development projects, keeping a close contact with stakeholders involved in development, implementation and operation of the technical solutions.

In this context, you will handle the policy initiative with technical elements, encompassing components intended to gather quantitative, qualitative information & KPIs, and a fully operational scholarly open access publishing platform, supporting end-to-end publishing process, from submission of scientific articles, editorial checks, scientific reviews, publication and indexing in some of the most reputable scholarly indexers in the industry (the future evolution of this platform is in transforming it into a fully open source based platform)

Other closely related initiatives, stemming from various services, may have also significant impact on the policies and any technical elements supporting them, in particular the developments around data spaces, future integration and communication between those data spaces, any initiatives in the context of AI, data lakes, digital twins, etc.

Some of the challenges are rooted in aligning technologies, standards and industry practices (e.g.: identity management, authorization mechanisms, data exchange protocols and mechanism, data storage, indexing) with policy needs and federated landscape.

**Role & Responsibilities**
- Contributing to planning and designing of IT projects and proactively monitoring their progress, resolving issues and initiating appropriate corrective actions.
- Contributing to drafting of technical elements to various policy and non-policy documentation.
- Managing third party contributions to the projects.
- Analysis, review and contribution to documentation of project requirements (business, functional, non-functional).
- Risk analysis and follow-up on mitigation measures.
- Drafting or reviewing project related documentation (i.e.: Business cases, Vision documents, Project Charters and Security Plans)
- Follow-up of relative IT landscape. Analysis of possible integration of other information systems.
- Contribution to the definition and follow up on realization of the enterprise and technical architecture. Review of documentation of the technical implementations and the composites.
- Following up on the development and deliveries.
- Review and quality acceptance of deliverables.
- Participating in working groups and progress meetings.
- Estimating costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference.
- Preparing and maintaining project and quality plans and tracking activities against the plan, providing regular and accurate reports.
- Monitoring costs, timescales and resources used. Ensuring that delivered systems are implemented within these criteria.

**Qualifications**:
**Your Profile**
- University degree in relevant field or equivalent experience.
- Strong drafting skills.
- Ability to give presentations.
- Ability to participate in project and technical meetings and good communication skills.

**Technical skills**
- Experience in managing and follow up of outsourced IT projects.
- Experience with project management: backlog management, iterative planning and delivery, estimation techniques, incremental development.
- Experience in business analysis and follow-up of deliveries of project.
- Experience with delivery of Open Source based software.
- Good knowledge and experience with federated systems and architectures.
- Good knowledge of AAI implementations and strategies. Application of those in federated systems is an asset.
- Good knowledge of analysis methods, techniques (BPMN, use cases, user stories,) and tools.
- Knowledge of software development methodologies (e.g. RUP, Agile).
- Experienced in writing functional analysis and producing structured documentation (Use Cases, Mock-ups, etc.).
- Experience with business processes analysis and modelling.
- Experience with business intelligence tools is an asset.
