Back-end Developer

The Client in partnership with other Commission services and stakeholders, provides high-quality corporate solutions/information systems, enabling the successful implementation of the Commission's Digital Transformation and EU policies. In close collaboration with other Commission services and its customers, the Client builds and operates solutions in the areas of Legislation, Policy, and Human Resources.
The following **tasks** will be performed:
- Design & implement, robust, reliable & secured back-end APIs to support desktop and mobile clients
- Integration of user-facing elements developed by front-end developers with server-side logic
- Implement core business logic
- Creation of servers and databases for functionality
- Design and implementation of data storage solutions
- Understanding and implementation of security and data protection
- Design and develop APIs
- Participating in the design and creation of scalable software
- Taking lead on projects, as needed
- Maintenance of code integrity and organization
- Writing clean, functional code on the back-end
- Compile and analyze data, processes, and codes to troubleshoot problems and identify areas for improvement
- Testing and fixing bugs or other coding issues
- Meet both technical and consumer needs
- Write technical documentation
The following **skills and knowledge are required **for the performance of the above-listed tasks:
- Ability to develop efficiently and fast
- Ability to give business and technical presentations
- Ability to cope with fast-changing technologies used in DevSecOps
- Very good communication skills with technical and non-technical audiences
- Analysis and problem-solving skills
- Capability to write clear and structured technical documents
- Proactive attitude, communicative
- The capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in a team
- Ability to participate in multilingual meetings
- Ability to work in a multicultural environment, on multiple large projects
- Excellent Team Player
- ** Fluent in English (B2 minimum)**. Basic French (A2) will be an advantage;
SPECIFIC EXPERTISE:
The following **specific expertise is mandatory** for the performance of tasks:
- Excellent knowledge of **Java/J2EE, Spring, Maven, REST services, XML, SQL, JDBC, JPA, Hibernate**:
- Knowledge of **Angular **and/or eUI it’s a plus
- Knowledge of **Cloud **(i.e. AWS) or mobile technologies it’s a plus
- Knowledge of **Linux **shell scripting it’s a plus
- Familiar with **Oracle **database technology
- Familiar with **JIRA / Confluence / Bitbucket, GIT** and/or **SVN**:
- Familiar with continuous integration and test-driven development
- Familiar with **Agile development methodologies and ability to work in a SCRUM team**:
- Strong understanding of the web development cycle and programming techniques and tools
LEVEL OF EDUCATION:
The minimum educational qualification is corresponding to Level 6 of the European Qualification Framework which typically corresponds to a **bachelor’s degree** of 3 years.
