Chemical pollution is a huge contributor to the socio-ecological crisis impacting nature, health, climate and justice - ClientEarth's impact areas. In order to increase our impact in this crucial area, we are seeking a dynamic, experienced and context aware expert in EU (and if possible national) chemical law and policy to further enhance our Chemicals team.

Your responsibilities will include leading some existing projects and supporting others, as well as cocreating the next ones with the team.

Existing projects on chemicals focus on the main EU’s chemical law and policies - REACH, CLP and pesticides. The team however approaches work in this area from the knowledge that EU chemical law goes beyond those laws; it is a regulatory system that covers the many legislations capturing the different stages of the life cycle of chemicals, each with its own challenges. Our expertise and approach are therefore both focused and systemic, we use it in advocacy and litigation in cooperation with external partners.

The EU Green Deal and its chemical strategy presents both challenges and opportunities for the work of the team and will therefore be an important focus. But the team will look beyond EU policies to consider how novel ways to use the law can help detoxify the energy, food and material systems.

**Working Relationships**

In this role you will be line managed by the Head of European Fossil Fuel Infrastructure, based in Warsaw. You will work collaboratively with stakeholders inside and outside the organisation to achieve the highest impact possible. Internally, you will cooperate with other teams such as the teams yielding the power of procedural environmental rights, wildlife or industrial emissions laws. Externally, the team is embedded in a rich network of partners and allies, with crucial complementary competencies in areas such as toxicology and campaigning.

**Key Responsibilities**
- Co-create with the team and relevant Heads & Leads ClientEarth’s strategy on how the law can be used to end chemical pollution, which requires to hold and foster an excellent overview of the sectors, its trends, challenges and opportunities as well as its contribution to the nature, justice, climate and health crisis.
- Lead of the project management of their files, which includes strategic decisions, planning, fundraising (with the development team), communication (with the communication team), budget management (with the finance team) as well as monitoring and evaluation.
- Support colleagues involved on files with chemical aspects, by weighing in strategic decisions and providing technical expertise on implementation.
- Carry out legal research and analysis, critically analyse laws, legislative proposals and policy proposals. Lead projects on EU regulatory reforms, which includes legal analysis, drafting and influencing.
- Draft advocacy documents, including legal briefings, court submissions, legislative amendments, research notes, policy analysis, publications
- Research and evaluate the potential for using legal interventions (including but not limited to litigation), to enforce EU chemical laws or create opportunities to spur substitution of hazardous chemicals
- Develop and maintain an in-depth knowledge of: REACH, CLP; EU product and Waste Regulation; EU and international transparency and access to justice instruments; and the institutions and processes involved in the development, implementation and enforcement of EU chemicals legislation (European Commission, European Parliament, European Chemicals Agency, European Food Safety Authority).
- Collaborate with other NGOs, decision-makers and civil servants in Member States and EU institutions, and other legal or scientific organisations
- Initiate and build good relationships with stakeholders, including MEPs, civil society groups, funders, and institutions working on science and policy.
- Internally and externally, be a source of expertise on EU chemical law and policy as well as on the challenges and opportunities connected to the evolution of the chemical sector

This position will be based in Brussels and might involve regular travel within the EU (particularly Helsinki).

**Education and training**
- Law degree (essential)

**Experience and knowledge**
- Experience as a practising lawyer and/or legal academic (desirable)
- A good understanding of the functioning of EU institutions, including the EU legislative process, European Parliament, Council of Ministers, European Commission (essential)
- A good understanding of EU chemical law and policy, REACH in particular (essential)
- A knowledge and interest of the chemical sector and chemical pollution (essential)
