De organisatie
VLIR-UOS_[1]_is onderdeel van de Vlaamse Interuniversitaire Raad en ondersteunt partnerschappen tussen universiteiten en hogescholen, in Vlaanderen en over de hele wereld, die innovatieve antwoorden zoeken op globale en lokale uitdagingen. VLIR-UOS faciliteert samenwerkingsprojecten tussen professoren, onderzoekers en docenten. Daarnaast kent VLIR-UOS beurzen toe aan studenten, zowel hier in Vlaanderen als in partnerlanden. Ten slotte werkt VLIR-UOS mee aan de versterking van het hoger onderwijs in partnerlanden en de ontwikkelingsrelevante internationalisering van het hoger onderwijs in Vlaanderen.
Momenteel bevindt de organisatie zich in een transformatiefase, waarin VLIR-UOS enerzijds zijn rol als wereldwijde facilitator inhoudelijk wil uitbreiden en anderzijds zijn werking wil digitaliseren. Daarnaast wordt gewerkt aan een betere data-ondersteuning.
De hoofdzetel in Brussel telt een twintigtal werknemers, is onderverdeeld in 2 diensten: een programmahub en een digitale transformatiecel.
De functie
Als MEAL (Monitoring, Evaluation, Accountability & Learning) analyst speel je een centrale rol in het analyseren en evalueren van de diverse programma’s die VLIR-UOS beheert. Je verzamelt informatie over de resultaten van onze programma’s, en zet die om naar impactvolle analyses. Je beheert de evaluatiefunctie van VLIR-UOS en zet evaluatieprocessen op. Je ondersteunt de organisatie en haar partners in resultaatsgericht beheer binnen de diverse programma’s en projecten.
Je rapporteert aan de Strategy & Operations manager. In je rol ben je sterk betrokken bij de diverse VLIR-UOS-teams en -processen.
Je bent in hoofdzaak verantwoordelijk voor onderstaande resultaatsgebieden.
**Learning**
- Je ontwikkelt en beheert diverse surveys om de resultaten van VLIR-UOS te capteren, analyseren en communiceren (o.m. surveys op het niveau van bursaalstudenten, promotoren,) over thema’s, landen, programma’s, projecten,.
- In nauwe samenwerking (input, overleg, feedback) met je collega’s, analyseer je
- data uit de diverse (scholarship) surveys en vertaal je die naar jaarlijkse impactrapporten;
- informatie uit projecten gefinancierd door VLIR-UOS (meta-analyse).
- Je systematiseert geleerde lessen geïdentificeerd door impactverhalen (tekstanalyse, meta-analyse).
- Je analyseert de data die vanuit diverse processen van VLIR-UOS gegenereerd worden en zet die om naar rapporten die bijdragen aan de ontwikkeling van de organisatie.
- Je maakt een jaarlijks impactrapport met lessons learned.
- Je communiceert over je resultaten.
- Je neemt actief deel aan het netwerk met _ARES_ en het _ITG_ met wie VLIR-UOS samen deelneemt aan een thematisch Strategisch Gemeenschappelijk Kader over Higher Education & Science For Sustainable Development.
**Monitoring & Evaluation**
- Opvolgen en beheersen van het internationaal en Belgisch normatief kader voor monitoring en evaluatie (M&E) in het kader van ontwikkelingssamenwerking;
- Actualiseren van de monitoringrol van VLIR-UOS, in complementariteit met wat de projectpartners (hogeronderwijsinstellingen) zelf doen;
- Ontwikkelen van een meerjarenplanning van monitoring en evaluaties voor programma’s, projecten en beurzen;
- Opstellen van referentietermen voor (thematische) evaluaties, en deze evaluaties beheren;
- Opvolgen van externe evaluaties;
- Valoriseren van evaluatieresultaten (opzetten van leerprocessen m.b.t. evaluatie, communiceren);
- Vertegenwoordigen van VLIR-UOS op relevante fora of evenementen.
Resultaatsgericht beheer
- Je optimaliseert het resultaatsgericht beheer, incl. het normatief kader, voor de gehele werking van de organisatie.
- Je ontwikkelt en implementeert methodes, richtlijnen en formaten voor de planning en opvolging van programma’s, projecten en beurzen (Theory of Change, resultaatsopvolging,...).
- Je ontwikkelt een systematiek van collectief leren en kennisbeheer binnen de organisatie.
- Je ondersteunt de hogeronderwijsinstellingen bij de ontwikkeling, monitoring en/of evaluatie van programma’s, projecten en beurzen.

Opleiding
Je beschikt over een academisch diploma van de tweede cyclus (licentiaat/master), bij voorkeur in een vakgebied dat aansluit bij de beleidsproblematiek van landen in het Globale Zuiden.
ErvaringVereist
- Werkervaring van bij voorkeur minstens 6 jaar in een relevante functie;
- Aantoonbare ervaring met het opzetten van studies, het ontwikkelen van surveys en het analyseren van resultaten;
- Aantoonbare ervaring met kwalitatieve en kwantitatieve onderzoeksmethodes
