- We are looking for a **Commissioning Manager (Offshore Wind)** for Equans’ Offshore division in Hoboken.

**Your role?**

In the first phase, you develop the preparation of the commissioning works. This is followed by the second phase, safe execution of the commissioning activities on
- and offshore.

It is very important that the work is executed safely - this is always your priority.

The preparation of the inspection & test plan that will ensure a correct delivery of the project, while complying with the contractual requirements between the customer and Equans is essential. You are responsible for the implementation of this inspection & test plan during the delivery phase.

During the various commissioning phases you are responsible for testing, commissioning and error-free delivery of electrotechnical control systems.

You manage the Commissioning team and support the team in performing the many testing activities. You are independently engaged in resolving complex issues that need support from Engineering and Construction teams.

**Details of the job**:

- during preparation phase:

- contract compliance & translation:

analyze the employer requirements, technical specifications, overall project planning and resourcing. Get familiar with the substation by studying the 3D-model and set up a plan of action and a detailed commissioning planning which will be implemented in the overall project planning
- constructions:

support the construction department by providing technical information/inspection guidelines and startup inspections, with regards to efficient commissioning methods
- engineering:

support the Engineering department by providing technical information with regards to efficient commissioning methods. Review the commissioning plans and relevant documentation
- commissioning preparation:

define the commissioning planning within the project boundaries - ensure links between construction and project LD milestones are established
- attend/coordinate relevant pre-FAT/FAT, MC and HAT activities and ensure actions are logged and closed out for commissioning related items
- team management:

form a team, plan activities in line with hours provided from tender. Ensure functional requirements are understood in the team
- establish a relationship with key client staff
- during execution phase:

- HSSE:

responsible for the safe execution of the activities under the team’s control according to the HSE procedures and instructions. Together with the Project HSE Coordinator you evaluate the Method Statements and Risk Assessments for commissioning activities. You drive a proactive safety culture in the Commissioning team
- permits to work:

all activities under the team’s control are covered within applicable LOTO/permit to work rules. You are in close contact with the Permit to Work office on a daily basis to indicate the simultaneous operations and instruct which activities should be prioritized. Spot check on a daily basis if the works are carried out according to the PTW
- coordination of commissioning activities:

you are responsible for organizing the commissioning works efficiently on the substation. Daily coordination of relevant activities with Construction (and other teams) on the substation is key. Motivating the Commissioning team and support in resolving complex issues is essential
- the Daily Coordination meeting with the main supervisors of Equans, subcontractors and partners, PTW Officer, LOTO Officer and Switching Officer is important for obtaining a safe and efficient working environment
- documentation and reporting:

- follow up and act on the HSE information which is given via the team. Use of workplace observation system and Safety Observation Cards (SOC) is mandatory in the whole team
- proactively informing the Project Manager about project risks and opportunities
- implement Fieldwire as the main punch item tool. Close out punches and relevant punch items
- provide the report of the weekly commissioning progress and convert this to measurable data that can be used for progress figures which coordinate with the Project Manager and Project Planner
- verify output from the progress reporting software so this reflects reality. Take action where needed
- carry out work inspections walkdowns, and report all actions on the yard and projects
- project closure:

- responsible for a clear and neat handover of systems to the client and of the work to the M&M department. Close contact with the Lead Commissioning Manager to track outstanding items and commissioning reporting
- coordinate simultaneous operations beforehand and take the appropriate actions to ensure safe execution
- responsible for the follow up of punch items related to commissioning by the team. Keep the overview and ensure closure in the field
- responsible for the follow up of the delivery of red lined work
